The focus will be on forecasting the possible effects on European recruitment. Using an analogy between the United Kingdom and an EU member state (Germany), precise differences will be analysed and challenges from different aspects will be examined. Brexit is currently a precedent case with already many political and economic implications. Accordingly, the research approach of this thesis is a literature analysis in combination with a scenario model. This is intended to present various exit scenarios of Great Britain vis-à-vis the EU and, in combination with an analysis of publications, to form recommendations for action for these scenarios. On 23 June 2016, the inhabitants of the United Kingdom voted in a referendum by a majority of 51.9 to 48.1 percent in favour of their country leaving the European Union (EU). The decision to "British exit" (brexit) marks a turning point in the more than 40-year relationship between the United Kingdom and the European community of states. It is the first time that a member leaves the European family of states - a decision of primarily symbolic significance, which brings with it decades of constant enlargement and restriction of the EU's internal market. In the campaign for EU withdrawal, the issue of "abolition of free movement of workers" and the associated immigration played a central role. It aims to reduce immigration and its dangers, such as "state loss of control and surveillance". According to a survey by the Shelford Group (2018), over 40% of the NHS employers and service providers have mentioned that they will be negatively impacted by the restricted migration from the EU and only 35% of the employers mentioned that they have an active plan of recruiting staff locally or from out of the EU. In fact, a large number of respondents were anxious about the rights of the current EU workforce in the near future and if these people suddenly leave the job due to Brexit, there is a serious shortage of skilled workers in the health and social care sector and NHS is going to feel the burden. Therefore, it is very important to assess the impact on the NHS’s ability to employ, recruit and retain staff from the EU. Within the scope of this study, the level of EU migrant workers in the NHS will be assessed along with their impact in running the services. However, the issues related to the NHS and Brexit are multifaceted and not all of them will be assessed through this study due to certain limitations.

Erstmals verlässt ein Mitglied die europäische Staatenfamilie - was in erster Linie von symbolischer Bedeutung ist, bringt den jahrzehntelangen Prozess der stetigen Erweiterung und Restriktion des EU-Binnenmarktes mit sich. In der Kampagne für den EU-Austritt, spielte die Thematik „Abschaffung der Arbeitnehmerfreizügigkeit“ und die damit verbundene Einwanderung eine zentrale Rolle. Somit soll bewirkt werden, dass die Einwanderung und deren Gefahren wie „Staatlicher Verlust von Kontrolle und Überwachung“ reduziert werden. Aus Sicht der EU, verliert demnach jeder EU- Bürger die Möglichkeit, in dem Vereinigtem Königreich unter gleichen Voraussetzungen Arbeit aufzunehmen und auszuüben wie die Bürger zwischen EU-Staaten. Aus dem Blickfeld Großbritanniens, verfolgt die Entscheidung ein klares politisches Ziel, welches allerdings mit verheerenden Folgen für die inländische Wirtschaft enden kann. Daher wird sich diese wissenschaftliche Arbeit mit den Chancen und Risiken der Abschaffung der Arbeitnehmerfreizügigkeit beschäftigen. Im Fokus steht hierbei die Prognose der möglichen Auswirkungen auf die europäische Personalbeschaffung. Anhand einer Analogie zwischen dem Vereinigten Königreich und einem EU-Mitgliedstaat (Deutschland) werden genaue Differenzen analysiert und Herausforderungen aus verschiedenen Aspekten untersucht. Der Brexit ist derzeit ein Präzedenzfall mit bereits vielen politischen und wirtschaftlichen Auswirkungen. Dementsprechend ist der Forschungsansatz dieser Arbeit eine Literaturanalyse im Zusammenspiel mit einem Szenario-Modell. Dieses soll verschiedene Ausstiegsszenarien Großbritanniens gegenüber der EU darstellen und in der Verbindung mit einer Analyse von Publikationen Handlungsempfehlungen für diese Szenarien bilden.

This open access book looks at the migration of Southern European EU citizens (from Portugal, Spain, Italy, Greece) who move to Northern European Member States (Belgium, France, Germany, United Kingdom) in response to the global economic crisis. Its objective is twofold. First, it identifies the scale and nature of this new Southern European emigration and examines these migrants’ socio-economic integration in Northern European destination countries. This is achieved through an analysis of the most recent data on flows and profiles of this new labour force using sending-country and receiving-country databases. Second, it looks at the politics and policies of immigration, both from the perspective of the sending- and receiving-countries. Analysing the policies and debates about these new flows in the home and host countries’ this book shows how contentious the issue of intra-EU mobility has recently become in the context of the crisis when the right for EU citizens to move within the EU had previously not been questioned for decades. Overall, the strength of this edited volume is that it compiles in a systematic way quantitative and qualitative analysis of these renewed Southern European migration flows and draws the lessons from this changing climate on EU migration.

The main findings of Cedefop's latest skill demand and supply forecast for the European Union (EU) for 2010-20, indicate that although further economic troubles will affect the projected number of job opportunities, the major trends, including a shift to more skill-intensive jobs and more jobs in services, will continue. Between 2008 and 2010 Europe lost around 5.5 million jobs due to the economic slowdown. Although substantial, this is less than feared as EU Member States and social partners introduced policy measures (including support for short-time working arrangements) to avoid job losses. Cedefop's latest 2010-20 forecast assumes that problems in the Eurozone will not lead to another crisis and that a modest recovery will bring job growth in all Member States to varying degrees. The forecast is that there will be some eight million newly created jobs, but nearly 10 times more job opportunities, around 75 million, will arise due to the need to fill the jobs of people leaving the workforce.
