The mental health initiative to replace Riverview Hospital in British Columbia and improve the province's mental health service system was reviewed by the Auditor General in 1994. This report is a response to that review, providing an update on the status of the initiative. This initiative has three major goals: enhancement of community mental health services and maintenance of funding; replacement of Riverview Hospital with beds in regional facilities, general hospitals, and community residential care facilities; and reform elements of the mental health system to promote restoration of independence, responsive and accessible clinical care, and basic community supports. The report reviews the reform project structure (management, related committees, organization), the project timetable, and project plans and current status in such areas as patient care need identification, human resource planning, community resource planning, tertiary programs, fiscal framework, and psychogeriatric programs.

Summarizes findings from the first two phases of a project that identified best practices in mental health reform and strategies for their implementation. The first phase was a critical evidence-based review of the current state of knowledge about best practices relevant to mental health reform, with a focus on chronic and severe mental illness. The second phase was a situational analysis of mental health reform policies, practices, and initiatives in Canada which approximated best practices. The report then addresses the implementation of best practices across entire systems of care. The benefits and timeliness of integrating mental health services are discussed, separation from the rest of health care is described as a necessary developmental stage, and those best practices which should be given priority are identified. Recommendations for action are also provided.
