Throughout the 1990s, humanitarian interventionism sat at a crossroads, where ideas about rights and duties within and beyond borders collided with an international reality of civil conflict where the most basic human rights were violated in the most brutal manner. This growing awareness of humanitarian crises has been enabled by a more globalized media which increasingly shapes public perceptions of distant crises, public opinion, and political decision-making. Clarke examines the extent to which the public discourse, and particular concepts, including those of an ethical and legal nature, influenced British newspaper coverage of the 1994 crisis in Rwanda, and, in turn, the extent to which that coverage influenced the British Parliament’s response to the crisis. Through his development and application of a broader methodological approach that combines both quantitative and qualitative analyses, the book offers a fuller understanding of the relationship between media coverage, parliamentary debate, and policy formulation, and the central role that the globalized media plays in this process. The Rwandan Genocide occurred between April and July of 1994. Within those four months, approximately a million Tutsi were brutally murdered by the Hutu in an effort to cleanse the country of a Tutsi presence. The genocide was the culmination of decades of unrest between the two groups created from Western influence under colonialism and post-colonial relationships. The international response to the genocide was scarce. While international intervention waned, the international media kept the genocide relevant in its publications. This thesis examines print media sources from the United States, Britain, and France. This thesis argues that the reporting of the genocide exacerbated larger issues concerning the relationship between the West and Africa. The journalists perpetuated Western superiority over Africa by utilizing racism to preserve colonial ideologies and stereotypes of Africans. In turn, this inherent Western racism complicated the implementation of human rights legislation that would have helped save Tutsi lives. This thesis places the Rwandan genocide, through the reports of Western media, into the larger historiographic context of the Western African dichotomy.

When human beings are at their worst – as they most certainly were in Rwanda during the 1994 genocide – the world needs the institutions of journalism and the media to be at their best. Sadly, in Rwanda, the media fell short. Media and Mass Atrocity revisits the case of Rwanda, but also examines how the nexus between media and mass atrocity has been shaped by the dramatic rise of social media. It has been twenty-five years since Rwanda slid into the abyss. The killings happened in broad daylight, but many of us turned away. A quarter century later, there is still much to learn about the relationship between the media and genocide, an issue laid bare by the Rwanda tragedy. Media and Mass Atrocity revisits the debate over the role of traditional news media in Rwanda, where, confronted by the horrors taking place, international news media, for the most part, turned away, and at times muddled the story when they did pay attention. Hate-media outlets in Rwanda played a role in laying the groundwork for genocide, and then actively encouraged the extermination campaign. The news media not only failed to fully grasp and communicate the genocide, but mostly overlooked the war crimes committed during the genocide and in its aftermath by the Rwandan Patriotic Front. The global media landscape has been transformed since Rwanda. We are now saturated with social media, generated as often as not by non-journalists. Mobile phones are everywhere. And in many quarters, the traditional news media business model continues to recede. Against that backdrop, it is more important than ever to examine the nexus between media and mass atrocity. The book includes an extensive section on the echoes of Rwanda, which looks at the cases of Darfur, the Central African Republic, Myanmar, and South Sudan, while the impact of social media as a new actor is examined through chapters on social media use by the Islamic State and in Syria and in other contexts across the developing world. It also looks at the aftermath of the genocide: the shifting narrative of the genocide itself, the evolving debate over the role and impact of hate media in Rwanda, the challenge of digitizing archival records of the genocide, and the fostering of free and independent media in atrocity's wake. The volume also probes how journalists themselves confront mass atrocity and examines the preventive function of media through the use of advanced digital technology as well as radio programming in the Lake Chad Basin and the Democratic Republic of Congo. As prevailing accounts confine themselves to the role and actions of the United States and the United Nations, the full picture of Rwandae(tm)s genocide has yet to be revealed. Hazel Cameron demonstrates that it is the unravelling of the criminal role and actions of the British that illuminates a more detailed answer to the question of e~whye(tm) the genocide in Rwanda occurred. In this book, she provides a systematic and detailed analysis of the policies of the British Government towards civil unrest in Rwanda throughout the 1990s that culminated in genocide. Utilising documentary evidence obtained as a result of Freedom of Information requests to the Foreign and Commonwealth Office, as well as material obtained through extensive interviews - with British government cabinet members, diplomats, Ambassadors to the United Nations Security Council, prisoners in Rwanda convicted of being leaders and organisers of genocide, and victims and survivors of genocide in Rwanda e" she finds that the actions of the British and French governments, both before and during the Rwandan genocide of 1994, were disassociated from human rights norms. It is suggested herein that the decision-making of the Major government during the period of 1990 e" 1994 was for the advancement of the interrelated goals of maintaining power status and ensuring economic interests in key areas of Africa, inferring a substantial degree of complicity in genocide by omission. That international politics is a strategic game has evidenced itself in the roles played by both the government of the United Kingdom and France in seeking to maximise their respective political and economic interests out with the existing international criminal constraints during the genocide in Rwanda. A micro study of the actions of the French Operation Turquoise reveals their actions to be clearly definable as complicity in genocide by commission. This account of the legal culpability of the powerful within the corridors of government in both London and Paris evidences that these behaviours cannot be conceptualised under existing notions of state crime and this research serves to illuminate the inadequacies and limitations of a concept of state crime in international law as it currently stands and will be of interest to anyone concerned with the misuse of state power.
