The Yemeni economy is often portrayed as a dire picture of impending disaster, as the country runs out of oil and even more devastatingly of water. Yemen's economic problems are real, but they are not caused by an absolute, irreparable shortage of resources. Rather, it is Yemen's contentious politics and its lack of institutional development that constitute the main obstacle to surmounting present economic difficulties. With liquefied natural gas reserves, mineral riches, a once-prominent deep water port, opportunities for tourism, and more, Yemen is in many ways rich in resources. And Yemen's oil wealth has enabled it to make significant strides in economic development over the last few decades. But growth has stemmed primarily from oil revenues, not from the state's fostering of domestic labor, infrastructure, or investment -- all sources of sustainable, long-term economic growth and stability. The country's institutions and infrastructure have long been neglected. Water resources have been depleted and inefficiently used in the agricultural sector, the government has no means of collecting taxes, and labor is not being put to good use at home. Now, facing political turmoil and a future without relatively easy money coming in from oil, Yemen has some stark choices to make. Ultimately, long-term success depends on the Yemeni state, not on outside help from the United States or Gulf countries -- though they can play a critical role in helping to stabilize the Yemeni economy in the short term. At the heart of the matter lies institutional development. Long-term development depends on a strong Yemeni state to strengthen the domestic labor force, build a healthy investment environment, cultivate the private sector, tax citizens to fund state expenditures, and better manage resources. A capable and legitimate state is essential to Yemen's economic future, much more so than the presence of natural resources.

In this book, Yemeni and international experts assess what political arrangements are required to overcome fragmentation and discord in Yemen. They look to understand how people from all parts of the county can work together to build a new Yemen, one that will give a voice to its young population and provide a full role for women. The contributors argue that Yemen's major resource is its population, but that Yemenis need to be motivated and trained to give them the skills to rebuild the economy and to prepare for long-term challenges such as water shortages and climate change. The volume also discusses how the international community will need to absorb the lessons of the past to find better ways of creating the institutions, mechanisms and transparency with Yemenis that will enable the flow of vital assistance to where it is most needed. "Society of Architectural Historians Spiro Kostof Book Award, Honorable Mention, 2018" The conservation of old Sanaa is a major cultural heritage initiative that began in the 1980's under the auspices of UNESCO; it continues today, led by local agencies and actors. In contrast to other parts of the world where conservation was introduced at a later date to remediate the effects of modernization, in Yemen the two processes have been more or less concurrent. This has resulted in a paradox: unlike many other countries in the Middle East that abandoned traditional construction practices long ago, in Yemen these practices have not died out. Builders and craftsmen still work in 'traditional' construction, and see themselves as caretakers of the old city. At the same time, social forms that shaped the built fabric persist in both the old city and the new districts. Yemenis, in effect, are not separated from their heritage by an historical divide. What does it mean to conserve in a place where the 'historic past' is, in some sense, still alive? How must international agencies and consultants readjust theory and practice as they interact with living representatives of this historic past? And what are the implications of the case of Sanaa for conservation in general? Building a World Heritage City addresses these questions and also fosters greater cultural understanding of a little known, but geopolitically important, part of the world that is often portrayed exclusively in terms of unrest and political turmoil.

The concept of governance has gained greater attention from scholars and international organizations as a foundation for growth, particularly to lift developing countries from dire situations and bring more prosperity to the developed world. However, according to the World Bank, Yemen is considered one of the most poorly governed countries in the world. This poor evaluation motivated this study into the challenges to good governance in Yemen and the author’s desire to demonstrate the importance of governance in addressing Yemen’s current critical situation. Despite the extensive literature published on governance, works on Yemen are rare, and there is barely any academic work on governance challenges. This relatively small body of literature encouraged me to examine in depth the obstacles to governance in Yemen. This study builds a theoretical framework to examine the difficulties of establishing good governance in Yemen by exploring the critical social and institutional challenges vital for good governance. This dissertation poses the following question: What are the challenges to good governance in Yemen, and why and how do they hamper good governance in Yemen? To address this research question, I adopted a qualitative interpretive approach. This analysis is based on information gathered from a variety of sources, including mainly semi-structured formal and informal interviews, observations, governance and government materials, such as international reports, governance manuals, websites, social media posts, and related videos, among others. The findings expose nine dimensions and 21 constructed themes, which scrutinize how and why governance is hampered in Yemen. Overall, this study introduces numbers of contributions to the governance literature by identifying social and institutional challenges and showing how they influence good governance and state-building in the Yemen context. More specifically, this Ph.D. contributes to identifying and discussing the issues that have been ignored in governance literature, such as religion, tribes, supremacy, and the Qat phenomenon, all of which applying the case of Yemen. Finally, the study makes some recommendations for stakeholders to consider, particularly for post-conflict time to aid in post-war reconstruction. This moment is an opportunity to build a state by addressing the current governance challenges, and some suggestions include a transitional phase, the introduction of constitutional and legal reforms, with youth and local community engagement.

The attacks and blockade on Yemen by the Saudi-led multinational coalition have killed thousands and triggered humanitarian disaster. The longstanding conflict in the country between the Huthi rebels and (until December 2017) Salih militias on the one side and those loyal to the internationally recognized government and many other groups fighting for their interests on the other are said to have evolved into a proxy war between Saudi Arabia and Iran. In 2011, however, thousands of Yemenis had taken to the streets to protest for a better future for their country. When President Ali Abdullah Salih signed over power in the aftermath of these protests, there were hopes that this would signal the beginning of a new period of transition. Yemen and the Search for Stability focuses on the aspirations that inspired revolutionary action, and analyzes what went wrong in the years that followed. It examines the different groups involved in the protests - Salih supporters, Muslim Brothers, Salafis, Huthis, secessionists, women, youth, artists and intellectuals- in terms of their competing visions for the country's future as well as their internal struggles. This book traces the impact of the 2011 upheavals on these groups' ideas for a `new Yemen' and on their strategies for self-empowerment.
