The Bibliographic Index EUGEN EHRLICH is a guide through available materials containing information about the life, scientific, educational, legislative and social activities of the Austrian lawyer and university professor in the period of 1896-1918. Eugen Ehrlich was the Dean in 1901-1902 and 1908-1909 and the Vice-Dean of the Faculty of Law in 1902-1903 and 1909-1910, the Vice-Rector in 1907-1908, and the Rector of Franz Joseph University in Czernowitz in 1906-1907 (now Ukrainian: Chernivtsi). Catherine Horel has undertaken a comparative analysis of the societal, ethnic, and cultural diversity in the last decades of the Habsburg Monarchy as represented in twelve cities: Arad, Bratislava, Brno, Chernivtsi, Lviv, Oradea, Rijeka, Sarajevo, Subotica, Timișoara, Trieste, and Zagreb. By purposely selecting these cities, the author aims to counter the disproportionate attention that the largest cities in the empire receive. With a focus on the aspects of everyday life faced by the city inhabitants (associations, schools, economy, and municipal politics) the book avoids any idealization of the monarchy as a paradise of peaceful multiculturalism, and also avoids exaggerating conflicts. The author claims that the world of the Habsburg cities was a dynamic space where many models coexisted and created vitality, emulation, and conflict. Modernization brought about the dissolution of old structures, but also mobility, the progress of education, the explosion of associative life, and constantly growing cultural offerings.

Während der 1908 beschlossene Ausgleich in der Bukowina, dem östlichsten Kronland der k.u.k. Monarchie, als Musterbeispiel ausgleichender Nationalitäten-Politik gewisse Bekanntheit erlangt hat, wurden seine tatsächlichen Auswirkungen auf die lokale Politik in der historischen Literatur bisher kaum behandelt. Nach wie vor gilt die politische Atmosphäre in diesem Land als entspannt, ja geradezu idyllisch, das Zusammenleben der verschiedenen Volksgruppen (Rumänen, Ukrainer, Deutsche, Juden und Polen) als vorbildlich. Dieses Buch blickt hinter die Klischees und arbeitet anhand umfangreichen Quellenstudiums die tatsächlichen Ereignisse und politischen Prozesse der letzten Jahre der kaiserlichen Bukowina auf, wobei sich ein anderes Bild zeigt: Während die Ausgleichsgesetze selber bei ihrer Praxiserprobung erhebliche legistische Mängel zeigten, erwies sich auch die tagespolitische Auseinandersetzung als spannungsgeladen, und war trotz des Ausgleichs geprägt von teils klar entlang der nationalen Trennlinien verlaufenden Konflikten. In dieser Studie wird ein spannendes historisches Kapitel des österreichischen Vielvölkerstaates wieder zum Leben erweckt, das immer noch große Aktualität besitzt.
