The political changes of the early 90s of the twentieth century in Bulgaria laid the foundations for a real labor market and major reforms in the hitherto existing social protection systems and the development of human capital. The transition from centrally planned to a market economy in Bulgaria is expressed in massive transformations in the ownership and structure of the national economy. In these adverse economic conditions the formation of the labor market and social protection policies went through many twists because of the inconsistent policy of frequently changing governments and their different attitude towards policies on unemployment and employment. Next years, acquiring the features of a developed market economy, the national economy get opportunities for further integration to the current global economic and social processes. At the same time the opportunities are widened for participation in the common European and global networks, schemes, different initiatives which unite efforts to overcome the economic and social problems. The latest financial and economic crisis of 2008 found Bulgaria insufficiently prepared to implement an integrated approach to the social sphere, and in particular in the development of the labor market, social protection and human resources according to changing unfavorable macroeconomic environment. In practice, applied are various measures and programs borrowed from foreign experience in an attempt to approbation on regional and national level without having made a preliminary comprehensive analysis. Current study makes a profound analyses of the characteristics of labor market development in Bulgaria and development of the active social policies in these periods of active transformations in social and economic spheres.

This is the first public expenditure and institutional review on Bulgaria by the World Bank. The objective of this study is to outline public expenditure issues and policy directions to improve the efficiency and effectiveness of pubic expenditures in Bulgaria. It assesses fiscal sustainability and analyzes the efficiency and effectiveness of public expenditures and their institutional framework. Bulgaria has made substantial progress toward long-term macroeconomic stablility. Growth has been re-established, per capita income has improved, inflation has remained low, poverty has been reduced, and the external debt to GDP ratio has declined. Furthermore, the share of the private sector in the economy is increasing, major regulatory reform is underway, the banking sector is on more solid footing, and energy pricing reforms are improving efficiency, and reducing the fiscal burden. But challenges remain in the five sectors looked at - education, health, social protection, the state railways and energy sectors.

This 2017 Article IV Consultation highlights that the Bulgarian economy is performing well. Growth has been on an upward trend and is estimated to reach 3.8 percent in 2017 and 2018, driven by strong exports, easier financial conditions, and growing confidence. The current account remained in surplus in 2017, despite rapid wage growth. The economy shows signs of a closing output gap. Headline inflation turned positive in 2017 and inflationary pressure is rising. Fiscal outcomes have been stronger than budgeted in recent years, reflecting mainly revenue overperformance and under-execution of capital spending. The main challenge is to translate this recent recovery into sustained and inclusive growth and convergence with other European Union countries.

This paper reviews economic developments in Bulgaria during 1990–95. In 1993, GDP continued to contract, albeit more slowly than previously. Real GDP declined by 2.4 percent owing to a drought-induced collapse in agricultural output. As consumption-driven imports rose and exports fell, the lower real GDP in 1993 was accompanied by a large current account deficit. The adoption of restrictive fiscal and incomes policies in 1994 enabled Bulgaria to retain the gains in external competitiveness acquired from the nominal depreciation.

This paper reviews economic developments in Bulgaria during 1990-97. Bulgaria's macroeconomic performance during 1990-97 was weaker than in most transition countries in the region. With economic activity declining significantly during most years, the cumulative fall in real output over this period amounted to 37 percent. Although Bulgaria's difficult initial conditions and adverse external shocks played a role, the weak performance mainly reflected the stop-and-go nature of stabilization policies and the slow pace of structural reform.
