German environmental organizations have doggedly pursued environmental protection through difficult times: hyperinflation and war, National Socialist rule, postwar devastation, state socialism in the GDR, and confrontation with the authorities during the 1970s and 1980s. The author recounts the fascinating and sometimes dramatic story of these organizations from their origins at the end of the nineteenth century to the present, not only describing how they reacted to powerful social movements, including the homeland protection and socialist movements in the early years of the twentieth century, the Nazi movement, and the anti-nuclear and new social movements of the 1970s and 1980s, but also examining strategies for survival in periods like the current one, when environmental concerns are not at the top of the national agenda. Previous analyses of environmental organizations have almost invariably viewed them as parts of larger social structures, that is, as components of social movements, as interest groups within a political system, or as contributors to civil society. This book, by contrast, starts from the premise that through the use of theories developed specifically to analyze the behavior of organizations and NGOs we can gain additional insight into why environmental organizations behave as they do.

Transnational Advocacy in the Digital Era explores the role of digital advocacy organizations, a major new addition to the international arena. Organizations such as MoveOn, GetUp, and Campact derive power and influence from their ability to rapidly mobilize members on-line and off-line and are shaping public opinion on many issues including climate change, trade, and refugees. Research in international relations (IR) has highlighted the influence of non-governmental organizations, which wield power through their expertise and long-term, moral commitment to an issue. However, no IR scholars have explored the spread and power of digital advocacy organizations. This book is the result of doctoral studies that I started in October 2004. At the outset, I only knew that I wanted to work on interest groups and litigation in the context of the European Union. At that time, I would not have believed that I would find myself some time later touring half Western Europe to interview environmental organisations, nor that I would read French, German and Dutch court rulings on the protection of endangered species whose names were completely unknown to me. Yet I never regretted my choice of topic, and hopefully the following chapters will convince the reader that it is indeed a topic that merits our attention. I would not have been able to cope with all the pitfalls of a long research project without the strong and enduring support of my friends and colleagues. Both personally and academically, I have profited enormously from my three years as a doctoral student at the department of political science at the Institute for Advanced Studies (Institut für Höhere Studien) in Vienna, Austria.
