Pengaturan hukum Konsolidasi Tanah Perdesaan Lahan Pertanian yaitu dengan karakter pengaturan hukumnya sudah senapas dan sejalan dengan nilai-nilai filosofi yang bersifat paradigmatik (philosophy of paradigm) Pancasila 1 Juni 1945 sebagai Dasar Negara, pandangan hidup, dan jiwa kepribadian bangsa dan negara, maka disarankan khususnya kepada pemerintah, dan kepada seluruh pemangku kepentingan lain terkait, dan seluruh warga masyarakat perdesaan, untuk menggunakan instrumen dan mekanisme pengaturan hukum Konsolidasi Tanah, dan/atau Konsolidasi Tanah Perdesaan Lahan Pertanian tersebut, yaitu sebagaimana pengaturan hukumnya telah diatur dan ditetapkan berdasarkan Peraturan Menteri Agraria dan Tata Ruang Nomor 12 Tahun 2019 tentang Konsolidasi Tanah. Dalam pendekatan aksiologis saran tersebut dimaksudkan untuk: -mewujudkan penggunaan tanah dan pemanfaatan tanah secara optimal; -meningkatkan efisiensi dan produktivitas penggunaan tanah dan ruang; -meningkatkan kualitas lingkungan; dan -memberikan kepastian hukum hak atas tanah dan ruang di atas dan/atau di bawah tanah, dan dengan tujuan utama yaitu: -melakukan penataan, pemilikan, penggunaan dan pemanfaatan tanah melalui Konsolidasi Tanah dapat menciptakan lingkungan hidup yang baik sesuai rencana tata ruang; dan -tersedianya tanah untuk kepentingan umum dan/atau warga masyarakat petani dan pekebun di perdesaan dengan melibatkan partisipasi aktif masyarakat. Saran ini juga dimaksudkan dalam upaya mempercepat terwujudnya penguatan ekonomi kerakyatan di perdesaan dalam wadah Negara Kesatuan Republik Indonesia (NKRI) serta mempercepat terwujudnya negara yang adil, makmur dan berkesejahteraan (welfare state) secara berkelanjutan (sustainability). Melalui mekanisme Konsolidasi Tanah Perdesaan Lahan Pertanian tersebut, diharapkan Pemerintah Daerah Kabupaten Karimun dapat segera mewujudkannya dalam upaya mempercepat terciptanya pertumbuhan ekonomi kerakyatan di perdesaan, khususnya di Desa Teluk Radang, Kecamatan Kundur Utara, Kabupaten Karimun, Provinsi Kepulauan Riau.

Social Control Through Law is remarkable in manner and style. Roscoe Pound shows himself to be a jurist, philosopher, and scientist. For Pound, the subject matter of law involves examining manifestations of human nature which require social control to assert or realize individual expectations. Pound formulates a list of social-ethical principles, with a three-fold purpose. First, they are meant to identify and explain human claims, demands, or interests of a given social order. Second, they express what the majority of individuals in a given society want the law to do. Third, they are meant to guide the courts in applying the law. Pound distinguishes between individual interests, public interests, and social interests. He warns that these three types of interests are overlapping and interdependent and that most claims, demands, and desires can be placed in all three categories. Pound's theory of social interests is crucial to his thinking about law and lies at the conceptual core of sociological jurisprudence.
