Even though the relevance of business actors in peace processes is increasingly acknowledged, analysis of their particular roles and contributions remain sparse in peace mediation literature. This is despite the fact that such knowledge would be highly relevant for supporting mediation processes such as those ongoing in Colombia or the Philippines. This article looks at the involvement of business actors in mediation processes by tracing analysis along the entry points for involvement, the different roles that business actors can play and the limitations they face. The empirical data shows that business actors mainly play a role during the pre- and mediation phase and therein often as a support-giver to the mediation process. Furthermore, most of the involvement does not take place at track-1 level but rather at track-2 mediation processes, where mainly local business play an important role. In contrary to what is postulated by some of the literature, the relevance of utilitaristic motives is not problematic; rather a monetary motivation can also foster the credibility in a political process where a lot is at stake.

Since the end of cold war, mediation processes have become more and more complex. Today, peace mediation includes a variety of actors, ranging from states, international organizations, NGOs to the private sector. Despite a growing number of practical examples for business engagement in conflict transformation, there are only a few insights into the contributions of business actors to mediation processes. Thus, the aim of this working paper is to shed light on this less researched and discussed issue by assessing: (1) the types of business actors that are involved in mediation processes; (2) the different roles that business actors can play in peace mediation; (3) how and when they can best be involved in the mediation process; and, (4) the specific circumstances and context factors that influence their involvement. The results show that private business actors have an important role to play in Track 1 mediation processes, by providing resources, expertise, networks, and by lobbying for peace. While this research focused on track 1 and 1.5 mediation processes, the study finds that (local) business actors have the potential to play a relevant and active role in lower tracks as mediators and facilitators.

This book focuses on the economic dimensions of peace processes and examines the opportunities and constraints for assisting negotiated exits out of conflict. Various works have addressed the economic characteristics and consequences of armed conflicts over the past two decades, including issues such as ‘blood diamonds’, natural resource wars, economically motivated armed violence, self-financing conflict, or the complicity of companies and state elites in conflict economies. However, rather than treating these issues as obstacles for peace, this book explores whether they can be opportunities for peacemaking by adopting a political-economy perspective. The book looks at income sharing from natural resources as an opportunity for forward-looking peacemaking strategies, and the implications of deal-making in situations in which war economies and insecurity provide strongmen with disproportionate political and economic power. This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsider’s perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding.

The field of peacemaking is in turbulent change. There are more peacemaking actors than before but fewer success stories, and an increasing number of violent conflicts tend to resist negotiated agreements. Tools and practices created for traditional inter- and intra-state conflicts have become ineffective and revision of old mediation practices is called for. This book examines how the private peacemaking organisations have faced this challenge. In the 21st century, private peacemakers have become a central part of peace diplomacy and have appeared as flexible actors whose innovative thinking paves the way for reconsidering and reinventing old practices of mediation. Instead of emphasizing the act of resolution, a new emphasis is given to the transformation of violence into a peace system, the complexity of conflict and the inadequateness of rational management. Furthermore, this shift has brought civic society actors from the field of reconciliation to the field of peace mediation. This new pragmatic approach under development can be called dialogic mediation. Marko Lehti is University Researcher (Senior Research Fellow) at Tampere Peace Research Institute and the Academic Director of the MA Programme Peace, Mediation and Conflict Research, both at the University of Tampere, Finland.
