This brief extends studies on how corporations respond to scandals by examining the evolution of the accounts that corporate agents develop after a scandal becomes public. Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Professor Werhane, who was a visiting Erskine Fellow, provided the keynote address, and many of the papers in this collection were originally presented at this symposium.
