Su educación es tal vez la mejor expresión de lo indicado, porque además ha contado entre sus paisanos con ilustres pedagogos y paidólogos, como Sluys, Ovidio Decroly, que han alcanzado proyección y gloria en todo el mundo, en sus diferentes continentes. La pedagogía experimental y el movimiento paidológico hallan en la naciente pedagogía belga uno de los mejores climas para hacer crecer la pedagogía contemporánea. También porque la intelectualidad católica situada en el ámbito de las ciencias sociales, y en particular en la psicología y la pedagogía, han encontrado en la Universidad Católica de Lovaina un referente de visita obligada. O porque desde el movimiento obrero organizado del XIX ha ido cuajando una metodología y apuesta institucional de perfil católico que generó varios movimientos católicos de acción social y educativa que han sido transferidos al catolicismo y a muchas partes del mundo. Y en la antítesis, igualmente desde el movimiento socialista en Bélgica van madurando proyectos de educación popular, como el de Charleroi, que convierten a esta nación en punto obligado de contraste para una institución educativa cualquiera que pretenda busque impulsar la educación popular desde supuestos socialistas.Finalmente, y desde una posición internacional, Bélgica desempeñó en África, desde hace algo más de cien años, y en concreto en el Congo, tareas colonizadoras de pequeño gran coloso admitido por otras potencias, que también han dejado un rastro educativo profundo en el corazón del África Subsahariana hasta nuestros días.Los trabajos que se recogen en esta obra hablan de todo ello, de innovación educativa, de pedagogía científica, de colonización y escuela en el Congo, de autores pedagógicos de referencia, de pedagogía católica, de guerras ideológicas fuertes entre católico y protestantes que viven bajo el mismo techo. Inter-ethnic conflict and genocide have demonstrated the dangers of failing to protect people targeted by fellow citizens. When minority groups in one country are targeted for killings or ethnic cleansing based on their group identity, whose responsibility is it to protect them? In particular, are they owed any protective responsibility by their kin state? How can cross-border kinship ties strengthen greater pan-national identity across borders without challenging territorially defined national security? As shown by the Russia-Georgia conflict over South Ossetia, unilateral intervention by a kin state can lead to conflict within and between states. The protection of national minorities should not be used as an excuse to violate state sovereignty and generate inter-state conflict. The Expediency of Culture is a pioneering theorization of the changing role of culture in an increasingly globalized world. George Yúdice explores critically how groups ranging from indigenous activists to nation-states to nongovernmental organizations have all come to see culture as a valuable resource to be invested in, contested, and used for varied sociopolitical and economic ends. Through a dazzling series of illustrative studies, Yúdice challenges the Gramscian notion of cultural struggle for hegemony and instead develops an understanding of culture where cultural agency at every level is negotiated within globalized contexts dominated by the active management and administration of culture. He describes a world where “high” culture (such as the Guggenheim Museum in Bilbao, Spain) is a mode of urban development, rituals and everyday aesthetic practices are mobilized to promote tourism and the heritage industries, and mass culture industries comprise significant portions of a number of countries’ gross national products. Yúdice contends that a new international division of cultural labor has emerged, combining local difference with transnational administration and investment. This does not mean that today’s increasingly transnational culture—exemplified by the entertainment industries and the so-called global civil society of nongovernmental organizations—is necessarily homogenized. He demonstrates that national and regional differences are still functional, shaping the meaning of phenomena from pop songs to antiracist activism. Yúdice considers a range of sites where identity politics and cultural agency are negotiated in the face of powerful transnational forces. He analyzes appropriations of American funk music as well as a citizen action initiative in Rio de Janeiro to show how global notions such as cultural difference are deployed within specific social fields. He provides a political and cultural economy of a vast and increasingly influential art event— insite a triennial festival extending from San Diego to Tijuana. He also reflects on the city of Miami as one of a number of transnational “cultural corridors” and on the uses of culture in an unstable world where censorship and terrorist acts interrupt the usual channels of capitalist and artistic flows.

This book centers on a foundational moment for Latin American racial constructs. While most contemporary scholarship has focused the explanation for racial tolerance-or its lack-in the colonial period, Marixa Lasso argues that the key to understanding the origins of modern race relations are to be found later, in the Age of Revolution.Lasso rejects the common assumption that subalterns were passive and alienated from Creole-led patriot movements, and instead demonstrates that during Colombia's revolution, free blacks and mulattos (pardos) actively joined and occasionally even led the cause to overthrow the Spanish colonial government. As part of their platform, patriots declared legal racial equality for all citizens, and promulgated an ideology of harmony and fraternity for Colombians of all colors. The fact that blacks were mentioned as equals in the discourse of the revolution and later served in republican government posts was a radical political departure. These factors were instrumental in constructing a powerful myth of racial equality-a myth that would fuel revolutionary activity throughout Latin America.Thus emerged a historical paradox central to Latin American nation-building: the coexistence of the principle of racial equality with actual racism at the very inception of the republic. Ironically, the discourse of equality meant that grievances of racial discrimination were construed as unpatriotic and divisive acts-in its most extreme form, blacks were accused of preparing a race war. Lasso's work brings much-needed attention to the important role of the anticolonial struggles in shaping the nature of contemporary race relations and racial identities in Latin America.
