Les recommandations énoncées dans les présentes lignes directrices fournissent des orientations générales, fondées sur des données factuelles, pour le déploiement de la communication sur les risques lors d'une crise. Lorsque survient une urgence de santé publique, les gens ont besoin de savoir à quels risques ils sont confrontés, et ce qu'ils peuvent faire pour préserver leur santé et leur vie. Des informations précises diffusées tôt, fréquemment, par des canaux auxquels la population se fie et qu'elle utilise, et dans des langues qu'elle comprend, permettent aux personnes concernées de se protéger, de protéger leur famille et leur communauté des risques sanitaires. Ces recommandations orientent par ailleurs les pays en ce qui concerne le renforcement de leurs capacités de communication sur les risques durant une situation d'urgence. Ces lignes directrices fournissent des orientations centrées sur les systems sur : - les méthodes pour gagner la confiance de la population et mobiliser les communautés concernées ; - les méthodes pour intégrer la communication sur les risques dans les structures locales et nationales de préparation et de riposte aux situations d'urgence, y compris le renforcement des capacités de communication sur les risques, comme exigé de tous les États Membres par le Règlement sanitaire international (2005); et - la mise en oeuvre de la CRU - depuis l'élaboration d'une stratégie, la planification, la coordination, l'émission de messages, la mise à profit de différentes méthodes et d'approches pour la communication et la mobilisation, jusqu'au suivi et à l'évaluation - à partir d'une évaluation systématique des données factuelles pour mettre en évidence ce qui a fonctionné ou non lors des situations d'urgence récentes. Ces lignes directrices ont été élaborées pour les décideurs et les responsables politiques chargés de gérer les situations d'urgence, et en particulier les aspects liés à la santé publique, ainsi que pour les intervenants responsables de la communication sur les risques avant, pendant et après les situations d'urgence. Les autres groupes auxquels s'adressent ces lignes directrices sont les acteurs de première ligne, les partenaires du développement locaux, nationaux et internationaux, la société civile, le secteur privé et toutes les organisations, privées ou publiques, associées à la préparation et à la riposte en cas de situation d'urgence.

The 2018 FAO-OIE-WHO (Tripartite) zoonoses guide, “Taking A Multisectoral, One Health Approach: A Tripartite Guide to Addressing Zoonotic Diseases in Countries” (2018 TZG) is being jointly developed to provide member countries with practical guidance on OH approaches to build national mechanisms for multisectoral coordination, communication, and collaboration to address zoonotic disease threats at the animal-human-environment interface. The 2018 TZG updates and expands on the guidance in the one previous jointly-developed, zoonoses-specific guidance document: the 2008 Tripartite “Zoonotic Diseases: A Guide to Establishing Collaboration between Animal and Human Health Sectors at the Country Level”, developed in WHO South-East Asia Region and Western Pacific Region. The 2018 TZG supports building by countries of the resilience and capacity to address emerging and endemic zoonotic diseases such as avian influenza, rabies, Ebola, and Rift Valley fever, as well as food-borne diseases and antimicrobial resistance, and to minimize their impacts on health, livelihoods, and economies. It additionally supports country efforts to implement WHO International Health Regulations (2005) and OIE international standards, to address gaps identified through external and internal health system evaluations, and to achieve targets of the Sustainable Development Goals. The 2018 TZG provides relevant country ministries and agencies with lessons learned and good practices identified from country-level experiences in taking OH approaches for preparedness, prevention, detection and response to zoonotic disease threats, and provides guidance on multisectoral communication, coordination, and collaboration. It informs on regional and country-level OH activities and relevant unisectoral and multisectoral tools available for countries to use.
