For six decade the Soviet system has been immune to military rebellion and takeover, which often characterizes modernizing countries. How can we explain the stability of Soviet military politics, asks Timothy Colton in his compelling interpretation of civil-military relations in the Soviet Union. Hitherto most western scholars have posited a basic dichotomy of interests between the Soviet army and the Communist party. They view the two institutions as conflictprone, with civilian supremacy depending primarily upon the party's control of officers through its organs within the military establishment. Colton challenges this thesis and argues that the military party organs have come to possess few of the attributes of an effective controlling device, and that the commissars and their heirs have operated as allies rather than adversaries of the military commanders. In explaining the extraordinary stability in army-party relations in terms of overlapping interests rather than controlling mechanisms, Colton offers a major case study and a new model to students of comparative military politics.

David Shambaugh, a leading international authority on Chinese strategic and military affairs, offers the most comprehensive and insightful assessment to date of the Chinese military. The result of a decade's research, Modernizing China's Military comes at a crucial moment in history, one when international attention is increasingly focused on the rise of Chinese military power. Basing his analysis on an unprecedented use of Chinese military publications and interviews with People's Liberation Army (PLA) officers, Shambaugh addresses important questions about Chinese strategic intentions and military capabilities--questions that are of key concern for government policymakers as well as strategic analysts and a concerned public.

Who will govern China after Jiang Zemin? What path will its new leaders chart in the early years of the twenty-first century? Drawing upon a wealth of both quantitative and qualitative data on the so-called fourth generation of leaders_those who were young during the Cultural Revolution_Cheng Li shows that this group is more diversified than previous generations in formative experiences, political solidarity, ideological conviction, and occupational background. The author explores the contradictions between these emerging leaders and their non-elite peers who were barred from education during the Mao era and now often are unemployed and disenchanted. The book concludes with the intriguing notion that this generation of leaders may have a better understanding of its peersO concerns and therefore may make the regime more accountable to its people, thus contributing to, rather than opposing, democratic development.

Mao Tse-tung has dominated the Chinese domestic scene for well over four decades now. Ever since the 1935 Tsunyi Conference, he has been successful in asserting his leadership over the Chinese Communist Party and the People's Liberation Army-the two main loci of power within China. However, in the process, Mao has had to face many a challenge to his authority. At times, it appeared as if the reins of control over the Party and the PLA were slipping out of his hands and that. the country was relapsing into a period of warlordism, or head-ing towards army dictatorship or rule by a Party hierarchy, not loyal to Mao and his dogma. But Chairman Mao has somehow managed to retain his supremacy over the major components of the Chinese political system by deposing or liquidating all those who dared usurp his throne. Mao's successors are unlikely to have either the charismatic personality or the stature of the great helmsman. Therefore, what follows after Mao is a matter of great significance and acute concern for both the Chinese people and the world at large.
