Initialement, la classe inversée se résumait dans le slogan «les leçons à la maison et les devoirs en classe»: la partie transmissive plutôt théorique de l'enseignement était portée à distance grâces aux technologies afin de consacrer davantage de temps en présence pour les applications, les problèmes, les études de cas ou les projets. Mais très vite, le concept s’est élargi en particulier en étendant le spectre des activités proposées à distance: s’agirait-il seulement de regarder passivement des vidéos proposées par l’enseignant? Ou alors de demander aux étudiants eux-mêmes, en individuel ou en groupe, de préparer à distance une séquence de formation pour les autres étudiants? On l’aura compris, la cohérence du dispositif en particulier dans son organisation spatiotemporelle est fortement sollicitée; elle nécessite un réel ajustement à la fois des connaissances et compétences visées, des ressources mises à distance et des activités ou interactivités d’apprentissage en présence ou à distance. Mais comment construire les supports et scénariser les activités préparatoires à l’activité en présence? Comment dès lors donner du sens et dynamiser cet espace-temps de rencontre entre les étudiants et avec l’enseignant? Comme apporter, par inversion, de réelles valeurs ajoutées à l’enseignement en termes de qualité des apprentissages et de compétences durables? Comment finalement évaluer le déploiement de ces compétences par les étudiants? Ce cahier vise à répondre à certaines des questions sur les classes inversées et à faire ainsi entrer dans ces perspectives réellement innovantes pour l’enseignement de demain.

Initially, the flipped classroom was described as "lectures at home and homework in class": technology was used to transfer the mainly theory-based part of a course out of the classroom to free up more time during the lesson to focus on applications, problems, case studies or projects. However, the concept was very quickly broadened by extending the range of non-classroom activities. Should we just expect students to passively watch videos suggested by the teacher? Or should be we asking them, individually or in groups, to prepare part of the course for the other students before class? Of course, we want a method that is coherent, particularly in terms of time and space; it requires an important adjustment of the knowledge and skills targeted, the resources allocated to out-of-class activities and the learning activities and interactions inside and outside the classroom. But how do you create the teaching aids and design the pre-class preparatory activities? How can you make the space/time encounter between students and with the teacher more active and meaningful? What happens when you measure an economy? How does measurement impact policy? In Tsardom of Sufficiency, Empire of Norms David Darrow responds to these broad questions by looking at the application and profound consequences of statistical measurement to the peasant economy in Russia, from the eighteenth century to the Civil War. Nearly all studies of Russia make reference to the land allotment, or "nadel," as a measure of peasant wellbeing. This is the first work examining the origins of the nadel, how statistical measurement converted it into a modern entitlement, and how it framed the state–peasant relationship. Land, Darrow argues, was life – peasants needed it and the state, most everyone believed, had an obligation to provide it. The question, however, was how much land was enough. Statistics supplied the answer but also locked policy-makers and society into a particular way of seeing peasants and their economy. Even the empire's final attempt to reform the peasant economy after 1905 remained locked within the old regime category of the nadel. Statistical measurement strengthened, rather than weakened, the nadel as a category of peasant economic wellbeing such that it persisted beyond 1917 into the early years of Soviet power. Based on archival sources and rural councils' statistical studies, Tsardom of Sufficiency, Empire of Norms shows how the state constructed both an image and a measure of peasant wellbeing from which it could not escape, and how the resultant perception that peasants were entitled to a sufficient allotment became a major obstacle to successful agrarian reform.

This book is a response to the dangers posed to constitutional democracy by the continuous growth of executive power and the simultaneous decline of parliaments’ role in policy formation. These phenomena are often manifested in the manipulation and even the violation of the rules of parliamentary law-making, called irregularities. If left without consequences, these irregularities can ultimately lead to the elimination of the procedural constraints imposed on the ruling political forces to prevent their arbitrary exercise of power. This work investigates the constitutional significance of the irregularities of parliamentary law-making and explores the role that courts play in the remedy of these flaws. The analysis is premised on the concept of equilibrium. This explanatory concept denotes an ideal state in which parliamentary law-making complies with the requirements of constitutionalism, and judicial review is conceptualized as a mechanism suitable to achieve this aim. The volume places the judicial review of the regulation and the practice of parliamentary law-making at its center and discusses all the relevant legal concepts, institutions, and doctrines. It combines theoretical analysis with case law-centered comparative research covering a large number of decisions delivered by apex courts operating in various jurisdictions. Due to this methodological choice, the book aims to simultaneously contribute to the scholarly discourse and provide useful information to practicing lawyers and policymakers working in the areas of constitutional law and politics and comparative law.
