Jusqu'en 1870, le système bancaire alsacien ne relève, en rien, du particularisme si souvent décrit. Les banquiers privés et les agents de change assurent le crédit, avec l'aide des succursales de la Banque de France. Après la défaite, tout va changer. Si la France possédait une monnaie unique, le franc, dans le nouvel Empire qui naît à Versailles, il y a deux valeurs monétaires : le thaler dans l'Allemagne du Nord, le gulden dans les États du sud. L'Alsace aura un régime particulier, avec le thaler et le franc, avec un cours de change fixe. Ce n'est que le 1er janvier 1876, que le mark deviendra la monnaie légale et unique en Alsace. Comment les institutions locales ont-elles exploité la situation ? Les banquiers alsaciens vont saisir leur chance, et exploiter à fond les différences de taux d'intérêt, qui régissent les économies allemande et française. La première a un besoin énorme de capitaux, la seconde dort sur un bas d'argent. L'Alsace va devenir une étonnante place financière, où les banquiers locaux jouent un rôle important dans la levée et le règlement des emprunts de l'État français, pour payer la dette de guerre aux Allemands. Il arrive aussi que naissent les déboires et les krachs ; l'affaire Weil-Auerbacher en sera l'illustration, tout comme bien d'autres scandales alimentés par l'argent facile. Portraits de banquiers, d'hommes influents, situation politique étonnante, où les banques alsaciennes apparaissent, en France, comme des banques allemandes et, en Allemagne, comme des banques françaises. Une ambiguïté avec laquelle on saura jouer adroitement, d'autant plus que chaque camp évite soigneusement de "toucher aux choses d'Alsace". Un "âge d'or", qui permettra de construire de véritables réseaux financiers, dont le particularisme subsiste encore partiellement à la veille du grand marché européen.

As a nineteenth-century think tank that sought answers to France’s pressing “social question,” the Musée Social reached across political lines to forge a reformist alliance founded on an optimistic faith in social science. In A Social Laboratory for Modern France Janet R. Horne presents the story of this institution, offering a nuanced explanation of how, despite centuries of deep ideological division, the French came to agree on the basic premises of their welfare state. Horne explains how Musée founders believed—and convinced others to believe—that the Third Republic would carry out the social mission of the French Revolution and create a new social contract for modern France, one based on the rights of citizenship and that assumed collective responsibility for the victims of social change. Challenging the persistent notion of the Third Republic as the stagnant backwater of European social reform, Horne instead depicts the intellectually sophisticated and progressive political culture of a generation that laid the groundwork for the rise of a hybrid welfare system, characterized by a partnership between private agencies and government.
