The percentage of employers offering coverage continues to decline in California, and many covered workers are seeing reduced benefits and increased cost sharing -- trends with major implications for the household budgets of millions of people. Only 58% of firms reported providing health insurance to employees, down from 69% in 2000. The data, compiled from the 2014 California Employer Health Benefits Survey, are contained in the CHCF-sponsored report California Employer Health Benefits: Rising Costs, Shrinking Coverage. The survey found that four in 10 firms said they expected to increase employees' premium contributions in 2015, while 19% said they were likely to raise deductibles.

Employer-based coverage is the leading source of health insurance in California as well as nationally. This edition of the annual California Employer Health Benefits Survey provides an overview of the landscape in the lead-up to implementation of the Afordable Care Act (ACA) in 2014. Overall, the findings suggest that, compared with recent years, California workers are less likely to be offered employer-based coverage, and those who are covered pay more in premiums and cost sharing. Workers may continue to see costs rise next year: Over 40% of surveyed firms said they are likely to increase what workers pay for their premiums in the coming year, and 34% plan to increase employees' deductibles. Nevertheless, because this survey was conducted during the immediate lead-up to ACA implementation, the 2013 numbers may not signal important trends.

This report of selected findings from the 2012 California Employer Health Benefits Survey provides a snapshot of the employer-based coverage landscape in the lead-up to implementation of the Affordable Care Act (ACA) in 2014. Introduction: Over the past five years, California made significant strides in reducing the number of uninsured children from an estimated 778,000 in 2003 to 683,000 children in 2007, a 12 percent decline. This improvement in children's coverage was due in part to Medi-Cal and Healthy Families expansions, the introduction of Healthy Kids programs in several counties, and effective outreach and enrollment efforts. However, gains in children's coverage have slowed in recent years. Children's Health Coverage Facts and Figures provides an overview of trends in children's coverage and insurance programs in the state. Key findings include: The proportion * of children without health insurance continued to decline through 2007, though the pace of improvement has slowed. * Nearly 80 percent of California's uninsured children are eligible for coverage under either Medi-Cal, Healthy Families, or Healthy Kids. * Medi-Cal and Healthy Families are key sources of coverage for children in low-income households that together have closed the coverage gap among families with incomes up to 250 percent of the federal poverty level. * Healthy Kids programs are also important for children's coverage. Twenty-four counties operate Healthy Kids programs and four others rely on California Kids. * Children are less likely to have employment-based coverage than adults and are more likely to be enrolled in public programs in California. The future of children's health insurance coverage in California is uncertain. On the one hand, California's economic downturn and budget crisis will likely make it difficult to increase the number of insured children. On the other, Congress and the President reauthorized the Children's Health Insurance Program (CHIP), which provides new policy options for expanding coverage. In addition, Congress and the Obama Administration are working on national health care reform, which if enacted, would likely benefit children in California. In this presentation, children are defined as people between the ages of 0 and 18, unless otherwise noted.

More than one million Californians alive today have a history of cancer. In 2009, more than 55,000 Californians died of cancer, and more than 147,000 new cancer cases were diagnosed. The treatment of cancer represented $125 billion in health care spending nationally in 2010. The good news is that cancer mortality rates have fallen by 22% since 1989 and rates of new invasive cancers have dropped 9%. The bad news is that while we know a great deal about who gets cancer and who dies from it, we do not know much about the quality of the care provided or its cost. The delivery of cancer care is complex, with teams of cancer professionals providing care in a variety of settings and systems, from community practices to large-scale, comprehensive cancer centers. Among these providers, recommendations differ on the best approach to and/or timing of cancer screening and treatment. Significant racial and ethnic disparities also exist for both cancer incidence and mortality in California. This report examines cancer in California, including trends and disparities in incidence and mortality, costs of cancer care, and location and providers of cancer care. The report also highlights available cancer quality measures and recent data on national health care spending on cancer treatment.

Oral health is essential to overall health and quality of life. Left untreated, dental diseases can result in severe pain and infection, an inability to perform daily activities, and in very rare cases, death. In California, Medi-Cal beneficiaries -- especially children and pregnant women -- face considerable obstacles in obtaining dental services, despite having dental coverage. Denti-Cal, Medi-Cal's fee-for-service (FFS) dental program, was the primary public financer of dental care for more than eight million low-income, elderly, and disabled people in California in 2007. In 2009, most of the Medi-Cal adult dental benefits were eliminated due to the state's budget deficit. Children's services, as required by federal law, continue to be delivered. This almanac presentation covers the organization of Medi-Cal's fee-for-service dental program in 2007, how it was funded, and the demographics of the population it served. It identifies the challenges the program faces in continuing to make dental care available to children, and the potential consequences of leaving a large segment of the adult Medi-Cal population with no care at all.
