Despite the billions of dollars spent on development assistance each year, there is still very little known about the actual impact of projects on the poor. There is broad evidence on the benefits of economic growth, investments in human capital, and the provision of safety nets for the poor. But for a specific program or project in a given country, is the intervention producing the intended benefits and what was the overall impact on the population? Could the program or project be better designed to achieve the intended outcomes? Are resources being spent efficiently? These are the types of questions that can only be answered through an impact evaluation, an approach which measures the outcomes of a program intervention in isolation of other possible factors. This handbook seeks to provide project managers and policy analysts with the tools needed for evaluating project impact. It is aimed at readers with a general knowledge of statistics. For some of the more in-depth statistical methods discussed, the reader is referred to the technical literature on the topic. Chapter 1 presents an overview of concepts and methods. Chapter 2 discusses key steps and related issues to consider in implementation. Chapter 3 illustrates various analytical techniques through a case study. Chapter 4 includes a discussion of lessons learned from a rich set of "good practice" evaluations of poverty projects which have been reviewed for this handbook.

'The economic crisis has simultaneously placed a strong emphasis on the role of R&D as an engine of economic growth and a demand that limited public resources are demonstrated to have had the maximum possible impact. Rigorous evaluation is the key to meeting these needs. This Handbook brings together highly experienced leaders in the field to provide a comprehensive and well-organised state-of-the-art overview of the range of methods available. It will prove invaluable to experienced practitioners, students in the field and more widely to those who want to increase their understanding of the complex and pervasive ways in which technological advance contributes to economic and social progress.' – Luke Georghiou, University of Manchester, UK 'Theoretical and empirical research on program evaluation has advanced rapidly in scope and quality. A concomitant trend is increasing pressure on policymakers to show that programs are "effective". Now is the time for a comprehensive status report on state-of-the-art research and methods by leading scholars in a variety of disciplines on program evaluation. This outstanding collection of contributions will serve as a valuable reference tool for academics, policymakers, and practitioners for many years to come.' – Donald S. Siegel, University at Albany, SUNY, US There has been a dramatic increase in expenditures on public goods over the past thirty years, particularly in the area of research and development. As governments explore the many opportunities for growth in this area, they – and the general public – are becoming increasingly concerned with the transparency, accountability and performance of public programs. This pioneering Handbook offers a collection of critical essays on the theory and practice of program evaluation, written by some of the most well-known experts in the field. As this volume demonstrates, a wide variety of methodologies exist to evaluate particularly the objectives and outcomes of research and development programs. These include surveys, statistical and econometric estimations, patent analyses, bibliometrics, scientometrics, network analyses, case studies, and historical tracings. Contributors divide these and other methods and applications into four categories – economic, non-economic, hybrid and data-driven – in order to discuss the many factors that affect the utility of each technique and how that impacts the technological, economic and societal forecasts of the programs in question. Scholars, practitioners and students with an interest in economics and innovation will all find this Handbook an invaluable resource.

The Impact Evaluation Of Cluster Development Programs written by Franco Boneu and has been published by Inter-American Development Bank this book supported file pdf, txt, epub, kindle and other format this book has been release on 2016-05-02 with Business & Economics categories.

Do cluster development programs work? Do they fundamentally encourage the essential inter-firm linkages and coordination? Do they lead to innovation and productivity, enterprise development, larger employment, and export growth, and if so, after how long? Do other firms benefit from these programs? This book offers insight into quantitative methods that help answer these questions. Cluster development is a form of modern industrial policy that is spreading across the world to help exploit the externalities emerging from geographical agglomeration and inter-firm coordination. Therefore, rigorous impact evaluations are necessary because they help policymakers understand better ways to design future programs and provide accountability for public resources. The chapters argue that enterprise clusters and the programs to support them are diverse and multidimensional processes that require a variety of instruments to be fully understood and assessed. The book as a whole gathers various methodological essays and quantitative tests of complementary tools and approaches, emphasizing their usefulness and effectiveness in coordination with one another. Most importantly, it asserts that policy evaluation is crucial, in particular when it comes to cluster development programs, to ensure the best use of public resources, the accountability of beneficiaries, and most of all to feed the necessary learning to improve the design and implementation of public policies for enterprise development.

The impetus for this volume comes from reflecting on many years of experience, successes and failures in development evaluation in Asia and Africa, and from recent work supported by the Rockefeller Foundation on Rethinking, Reshaping, and Reforming Evaluation. The concepts, frameworks and ideas presented in this volume are a useful contribution to the ongoing efforts at rethinking, reforming and reshaping international development evaluation. They come from leading thinkers and practitioners in development, evaluation, research and academia who have recognized that development evaluation must evolve if it is to respond to the challenges of the 21st Century and play a meaningful role in social and economic transformation. This volume will be of great interest to evaluation scholars, practitioners, and students, particularly to those interested in international development projects, programs, and policies. This book will be appropriate for a wide range of courses, included Introduction to Evaluation, International Development Evaluation, Program Evaluation, Policy Evaluation, and evaluation courses in International Development, International Relations, Public Policy, Public Health, Human Services, Sociology, and Psychology.
