Doch was genau ist unter diesem neuen Modebegriff zu verstehen? „Zahllose Begriffspaare wie ‚innere Kohäsion’ (Biedenkopf), ‚gesellschaftlicher Klebstoff’ (Hirschmann), ‚ziviler Treibstoff’ (Heitmeyer), ‚Gemeinsinn als Festiger’ (Sommer), ‚Sozialenergie’ (Klages), ’soziale Bindekraft’ (Schäuble) oder ‚soziale Ozonschicht’ (Hurrelmann) (...)“versuchen in blumiger Sprache dieses Phänomen zu umschreiben. Die am weitesten gefasste Definition der Sozialkapitalhypothese wird eng mit dem Politologen Robert Putnam assoziiert. „His claim is that membership in associations strengthens political and economic efficiency even though the assaciations themselves play no role in either the polity or the economy.” In seiner komparativen Studie „Making Democracy Work” über die unterschiedliche institutionelle und wirtschaftliche Performanz der nördlichen und südlichen Regionen Italiens liefert er empirische Beweise für seine Theorie. Dennoch äußern viele Wissenschaftler Kritik an der ökonomischen Relevanz der Sozialkapitaltheorie. Die folgende Arbeit versucht, aus den existierenden Ansichten und Definitionen eine Erklärung des vielfältig verwendbaren Begriffes Soziales Kapital herauszubilden, dieses Konzept anhand von Beispielen zu veranschaulichen und kritisch zu beleuchten. Abstract: Using a sample of Harvard undergraduates, we analyze trust and social capital in two experiments. Trusting behavior and trustworthiness rise with social connection; differences in race and nationality reduce the level of trustworthiness. Certain individuals appear to be persistently more trusting, but these people do not say they are more trusting in surveys. Survey questions about trust predict trustworthiness not trust. Only children are less trustworthy. People behave in a more trustworthy manner towards higher status individuals, and therefore status increases earnings in the experiment. As such, high status persons can be said to have more social capital.

Many argue that elements of a society's norms, culture or social capital are central to understanding its development. However, these notions have been difficult to capture in economic models. Here, we argue that trustworthiness is the economically relevant component of a society's culture and, hence, comprises its social capital. Individuals are trustworthy when they perform actions they have promised, even if these do not maximize their payoffs. The usual focus on incentive structures in motivating behaviour plays no role here. Instead, we emphasize more deep-seated modes of behaviour and consider that trustworthy agents are socialized to act as they do. To model this socialization, we borrow from a relatively new process of preference evolution pioneered by Bisin and Verdier (2001). The model developed endogenously accounts for social capital and explores its role in the process of economic development. It captures in a simple, formal way the interaction between social capital and the economy's productive process. The results obtained caution against rapid reform, provide an explanation for why late developing countries cannot easily transplant the modes of production that have proved useful in the West, and suggest an explanation for the pattern of reform experiences in ex-communist countries.

Social capital is a relatively new concept in the social sciences. In the last twenty or so years it has come to indicate that networks of social relationships represent a 'resource' for both the individual and society, since they provide support for the individual and facilitate collective action. Although this is not an entirely new idea, the more systematic way in which social capital captures such an intuition has created a new theoretical paradigm and helped to develop a series of innovative research programmes in politics, economics, and the study of human well-being. The concept has gained currency beyond academia, extending its influence to political and policy-making circles at local, national, and international levels. It has also affected the way in which social surveys are conceived and public policies assessed. As the idea of social capital has spread, the literature about it has increased exponentially.
