"A fascinating volume.... Fills a notable gap in bringing the study of the US-Mexico relationship up to date." --Andrew Selee, Migration Policy Institute Few would disagree that the nature of current relations between Mexico and the United States embodies both promising opportunities and reasons for alarm. The contributors to this timely book draw on the strategic-foresight methodology to explore those relations in the context of the two countries' respective political regimes, their asymmetrical role on the world stage, and the relationships between their societies and economies. Canada and Mexico represent two completely different views of the North American continent. Despite the numerous differences that incontrovertibly exist between them, they are considered to be two equally notable European Union trade partners. And the reason for choosing these two case studies is precisely our will to painstakingly highlight that regardless of their several economic differences, the Union successfully manages to maintain highly beneficial trade relations with both of them. As we will see, the trade agreements examined in this book cover an enormous spectrum of tremendously significant areas such as, inter alia, trade in goods and services, competition, government procurement, intellectual property, digital trade, labor rights, environmental protection, small companies, corruption, investment, professional services and sustainable development. It goes without saying that all the abovementioned concepts are irrefutably pivotal for both the present and the future, therefore, their conscientious analysis is absolute essential with a view to a more coherent understanding.

To what extent are Canada and Mexico "natural allies" in continental and world affairs? How will this relationship unfold in terms of security issues in the aftermath of the Cold War? These questions were the focus of a workshop held in Mexico City in 1994 from which this book took its themes: historical context, American influence, and potential cooperative security options. A process of redefining "security" concerns in a changing hemisphere is clearly underway, and Natural Allies? examines economic factors, drug trafficking, questions of autonomy and strategic alliance, and defence priorities as intersecting interests in the Canada-Mexico dialogue. This is volume two in CHANGING AMERICAS, a series published in collaboration with the Canadian Foundation for the Americas (FOCAL).

North America is steering a new course, with the United States, Canada, and Mexico moving toward continental economic, integration. This book examines basic value changes that are' transforming economic, social, and political life in these three countries, demonstrating that they are gradually adopting an increasingly compatible cultural perspective. A narrow nationalism, dominant since the 19th century, has slowly been giving way to a more cosmopolitan sense of identity. As old economic boundaries become outmoded, a North American perspective makes greater sense. To what extent, then, do the three North American publics - I each with its own heterogeneities and tensions - share a common culture? That question can only be answered if we have some yardstick by which to measure their cultural similarity. These societies are far from identical. But data from the 1990- 1991 World Values survey, drawn from 43 societies around the world, show that on crucial topics, the core values of the American public are significantly closer to those of the Canadians and (to a somewhat lesser extent) to those of the Mexicans, than they are to those of most other peoples in the world. Furthermore, time series evidence indicates that the values of the three North American publics have been converging. This book draws on a unique body of directly comparable cross-national and cross-temporal survey evidence to show that what Americans, Canadians, and Mexicans want out of life is changing in analogous ways. These changes, coupled with sociostructural transformations, are reshaping peoples' feelings about national identity, about trusting each other, and about the balance between economic and non-economic goals. North American economic integration is being reinforced by the gradual emergence of increasingly similar cultural values.
