Relations between Canada and Quebec have never been easy. Beginning with the Conquest and working through the many political permutations before Confederation and since, there has always been conflict between the two governments and, in particular, between two points of view. Originally published in 1967. The nationalistic sentiment of French Canada was starkly dramatized by the Montreal terrorist bombings in the spring of 1963. Admittedly the work of extremists, that eruption of violence was an offshoot of the profound social, political, economic, and cultural transformation—an accelerated evolution rather than a revolution—that Quebec has undergone since the end of World War II. This revolution tranquille is characterized by a new sense of self-confidence among French Canadians, an eagerness to reject what they regard as any hint of second-class citizenship, and a determination to take full share in all aspects of Canadian life—without, however, sacrificing their French culture and heritage. A threat to the Canadian Confederation is implicit in the growing reluctance of modern French-speaking Canadians to abide the "tyranny of the majority," however enlightened or well-intentioned it may be. This first book-length study in English of the conflict between French and English Canadians provides a thorough treatment of French-Canadian complaints against English Canada, and of their implications for Canadian unity. Dr. Corbett devotes the first part of his study to an analysis of the ferment within the French-speaking population of Quebec during the postwar period. He discusses the relation between French-Canadian nationalism and other nationalisms and the roles played by the language barrier, the church, and the separatist movement. In the second part of the study he considers the political, economic, and social implications of separatism, with particular regard to the proposals for adapting the Constitution to Quebecois demands. After tracing the evolution of the ambivalent English-Canadian concept of Canada's national identity, he concludes that the future of the Confederation will depend on how far the English majority is willing to go in meeting French demands.

In 1864, thirty-three delegates from five provincial legislatures came to Quebec City to pursue the idea of uniting all the provinces of British North America. The American Civil War, not yet over, encouraged the small and barely defended provinces to consider uniting for mutual protection. But there were other factors: the rapid expansion of railways and steamships spurred visions of a continent-spanning new nation. Federation, in principle, had been agreed on at the Charlottetown conference, but now it was time to debate the difficult issues of how a new nation would be formed. The delegates included John A. Macdonald, George Etienne-Cartier, and George Brown. Historian Christopher Moore demonstrates that Macdonald, the future prime minister, surprisingly was not the most significant player here, and Canada could have become a very different place. The significance of this conference is played out in Canadian news each day. The main point of contention at the time was the issue of power—a strong federal body versus stronger provincial rights. Because of this conference, we have an elected House of Commons, an appointed Senate, a federal Parliament, and provincial legislatures. We have what amounts to a Canadian system of checks and balances. Did it work then, and does it work now?

Beyond redrawing North American borders and establishing a permanent system of governance, the Quebec Act of 1774 fundamentally changed British notions of empire and authority. Although it is understood as a formative moment - indeed part of the "textbook narrative" - in several different national histories, the Quebec Act remains underexamined in all of them. The first sustained examination of the act in nearly thirty years, Entangling the Quebec Act brings together essays by historians from North America and Europe to explore this seminal event using a variety of historical approaches. Focusing on a singular occurrence that had major social, legal, revolutionary, and imperial repercussions, the book weaves together perspectives from spatially and conceptually distinct historical fields - legal and cultural, political and religious, and beyond.
