The purpose of this paper is to evaluate the current basis of excluding Canadian temporary emigration from estimates of the population change for the intercensal period. In the second section, the RRC estimates of the numbers of Canadians abroad are analysed for the 1976 to 1996 period. In the third section, results of the comparisons between the 1991 and 1996 RRC estimates of Canadians abroad (CA) and emigrated (E) are described. The fourth section provides statistical evidence of changes in the Canadian temporary population in the United States using estimates based on American data sources. The fifth section is concerned with the long term evolution of Canadian temporary emigration to Australia, while the sixth section documents numbers of Canadians residing temporarily in less developed countries. The final section of the paper offers different options for accounting for Canadian temporary emigration in the intercensal and postcensal estimates of population change in Canada.

International migration has become increasingly fluid and is viewed decreasingly as a one-time, permanent movement from a source country to a destination country. Immigrant-receiving countries often point to long-term economic- and population-related goals as motivations for permanent immigration programs, making immigrants' presence and absence patterns of increasing policy interest. This article explores two methodological issues related to measuring immigrants' potential presence in Canada. The first is the use of auxiliary administrative data sources as a means to supplement the T1 Income Tax Return file, which - to date - has been one of the key data sources used to estimate emigration among Canadian immigrants. The second is the evaluation of the sensitivity of emigration estimates to the definition of immigrant disappearance and reappearance in administrative data.

In response to the importance of internal migration issues, the Population Estimates Program at Statistics Canada has been producing migration estimates using administrative sources of data. As such, there are two versions of migration estimates: preliminary and final, based on the monthly Child Tax Benefit file and the annual income tax return file respectively. The preliminary estimates of migration differ from the final estimates in that a diferent time frame is used to define a move. The objectives of this report are: to describe the discrepancies between the final & preliminary estimates; and to introduce & describe six approaches to decrease the discrepancies using the regression method, simple time series analysis, and the United States Bureau of Census method. Results of calculations are presented based on evidence from 1994/5 to 2000/01 to illustrate the best approach to achieve improved convergence between the final & preliminary migration estimates.
