The programme aims to maintain the UK's nuclear deterrent beyond the life of the current system, with the introduction into service of the first of a new class of submarines in 2024. The timetable is challenging and the MoD needs to manage key risks if continuous nuclear deterrence is to be maintained. The current two year initial concept phase for the new class of submarines requires a series of important and difficult decisions to be taken by September 2009 to keep the programme on track. The MoD has appointed a Senior Responsible Owner to co-ordinate these decisions. The current predicted cost of procuring the new nuclear deterrent is between �15 billion and �20 billion (2006-7 prices), as outlined in the 2006 White Paper, The future of the UK's nuclear deterrent (Cm. 6994, ISBN 9780101699426). The estimated operating costs once the new class of submarines comes into operation are similar to those of the current deterrent, and the MoD recognises the need by September 2009 to produce robust estimates of whole-life costs. There are major areas of uncertainty in the budget, including the provision for contingency and VAT. The submarine industry is a highly specialised industrial sector with a number of monopoly suppliers and there are real difficulties in providing the right incentives for these suppliers to deliver to time and budget. The tight timetable set for ensuring the seamless transition from the present Vanguard class of submarines to the future class is challenging. A further risk to the programme is a shortage of nuclear-related skills in industry and within MoD - potentially aggravated by competition from civil nuclear projects.

Following on from the Government's defence White Paper ('Delivering Security in a Changing World', Cm 6041-I, ISBN 0101604122, published in December 2003), it published its five-year plan for the restructuring of the UK's armed forces ('Delivering security in a changing world: future capabilities', Cm 6269, ISBN 0101626924) in July 2004, in order to implement the revised capability requirements identified in terms of force structure, equipment and personnel. The emphasis was placed on using technology to secure maximum military effect, in light of the changed security environment after the September 11th terrorist attacks. The Committee's report examines these proposals and the practical decisions arising from the policy analysis, and topics discussed include: revised scales of effort and concurrency assumptions; the financial context; implications of key proposals for the army, navy and air force; network enabled capability (NEC), support and logistics; operations undertaken with US and European allies, and the roles of NATO and the UN. The Committee's findings include that the proposals are based on a narrow vision of future operational requirements, and it will take another decade before the capabilities are in place to deliver those requirements. In the meantime, the equipment withdrawls and personnel reductions being implemented to deliver those requirements risk gaps in capability arising which may lead to unnecessary security risks.

The Defence White Paper (Cm 6041-I,II, ISBN 0101604122) published in December 2003 discussed the implications of international security issues (such as the threat of international terrorism and the proliferation of weapons of mass destruction) for strategic defence priorities, and detailed a revised set of 18 military tasks to underpin future policy planning for the UKs armed forces. Following on from this document, this White Paper sets out the Governments five-year plan for force structure and organisational changes to deliver the revised capability requirements, with an emphasis on using technology to secure maximum military effect from the forces available. This is in order to continue the process of modernisation to provide flexible and adaptable armed forces and to achieve efficiency savings of £2.8 billion by 2007-08, as identified in the Governments 2004 Spending Review. Measures include phased reductions of 1,500 in navy and 7,500 in air force manpower, with an expected army manpower level of 102,000 by 2008; with investment in several major technology systems to support the Network Enabled Capability (NEC) programme.

Readiness is the term used to describe the means by which the Ministry of Defence holds its military forces at varying levels of preparedness to respond to emerging operations. An effective system for assessing and reporting military readiness is a key part of modern armed forces capability, in order to manage risks and address any deficiencies and plan for the future. This has become increasingly important in recent years given the unpredictable nature of the current security environment. This NAO report finds that the MoD has a good system for reporting the readiness of its armed forces, although there is scope for further improvement, both to better define and measure its Public Service Agreement target for readiness, and to manage the main areas of risk, such as logistic support.

When the 2010 Strategic Defence and Security Review (SDSR) had started, the Department had contracts for two carriers with an estimated cost of £5.24 billion and delivery dates of 2016 and 2018. Decisions taken in the Review mean the UK will have no carrier aircraft capability from 2011-2020. While two carriers are still being built, only one will be converted to launch the planes that have now been selected, and the other will be mothballed. The UK will only have one operational carrier with a significantly reduced availability at sea when Carrier Strike capability is reintroduced in 2020. That carrier is being built according to the old design and will have to be modified to make it compatible with the requirements of the new aircraft: the cost of these modifications will not be known until 2012. The SDSR decision is forecast to save £3.4 billion, but only £600 million of this is cash savings while the remainder is simply deferring expenditure beyond the Department's 10 year planning horizon. The decision will lead to nine years without Carrier Strike and full capability will not be achieved until 2030. And more work will be needed to get the best and most flexible operational use from the carrier. The Committee is disappointed that the systemic issues that have appeared in its other recent defence reports continue to arise. The Committee has built on what has been said in past reports and focussed on two key areas: strategic decision-making and delivery of capabilities
