The increase from 15 to 25 Member States and the needs of cooperation amongst the different levels of the European Union (EU) - European, national, regional and local level - are posing a challenge to democracy. The lack of democratic legitimacy of today's traditional system requires alternative ways of governing which are already developing. A solution to the question of legitimacy and structure is the deliberative democracy theory of John Dryzek. In this context Non-Governmental Organizations (NGOs), as representatives of civil society, are playing an important role and the EU promotes the cooperation with this sector. However, cooperation is concentrated on NGO umbrella organizations on the EU level. It is argued, that the socio-political strategy of the EU undermines the idea of deliberative democracy and in particular the function of NGOs. Through privileging selected, international networks the latter risk loosing their autonomy. Smaller and local NGOs tend to be left out, even though it is especially those that have close contact with the citizenry and the practical knowledge to develop strategies for solutions. Consequently, new socio-political structures need to aim at involving a wide range of NGOs of all sizes and levels into EU politics as partners next to international networks. EU politics need to become more flexible so that established traditions do not hazard the genuine representation and involvement of civil society in a deliberative sense and thus democratic legitimacy.

The integration of ten Central and East European countries (CEEC) into the EU as part of the 2004 and 2007 enlargements poses new challenges to EU governance, as the number of countries involved has thereby increased dramatically. However, the actors coming from the new member states also face challenges as they attempt to integrate themselves into EU decision-making processes. This book analyses the attempts of of civil society organisations from the Czech Republic and Poland to engage in EU governance in four policy fields. The guiding question is whether civil society organisations from the Central and East European member states have (or can gain) the capacity for meaningful participation in EU governance.After an introductory part, which outlines the analytical framework and offers a review of the literature, the actors and rules of EU governance are profiled. The third and fourth parts of the book then present case studies. The case studies address the civil society organisations most actively involved in EU governance, namely typical NGOs, trade unions, employers’ organisations and business associations.

The challenges of constructing effective governance systems in Central and South Eastern Europe during the past decade have been extensive. This publication looks at the linkages between these challenges and the experiences and best practices that have emerged, as well as the contributions of think tanks to government capacity. This book is the second collection of systematic case studies describing national environmental policies in 17 countries in terms of capacity building (see Appen dix). The OECD defines environmental capacity building as "a society's ability to identify and solve environmental problems. " While various institutions, including UNEP, FAO, World Bank and OECD, have hitherto used the terms environmental capacity and capacity building almost exclusively with reference to developing countries, we have extended the concepts to industrialized countries, as well. The first collection, edited by Martin Janicke, Helge Joergens (both Free University Berlin) and Helmut Weidner (Social Science Research Center Berlin), was pub lished in 1997 under the title "National Environmental Policies - A Comparative Study of Capacity-Building" (Berlin, etc. : Springer Verlag). It included 13 studies of countries. As in the first volume, chapter I presents the conceptual framework underlying the national case studies. It is a slightly shorter version of the corresponding chap ter in volume I. The design of all case studies in the two volumes is largely con gruent with this conceptual framework. Although the various sections of the stud ies do not always have identical titles and subtitles, the central elements of the capacity-building approach have been applied in all cases.

Having realized that its traditional mode of coordinating--essentially issuing regulation--no longer commands sufficient political support, the European Union (EU) has turned to what are increasingly referred to as 'new' modes of governance, which rely upon different actors working together in relatively non-hierarchical networks. This book provides the first extended account of how effective they are at addressing 'wicked' policy problems which simultaneously demand greater levels of horizontal and vertical coordination. Taking, as an example, the thirty year struggle to integrate environmental thinking into all areas and levels of EU policy making, it offers a stark reminder that networked governance is not and is unlikely ever to be a panacea. In doing so, it strips away some of the rhetorical claims made about the novelty and appeal of 'new' modes, to reveal a much more sober and realistic appraisal of their coordinating potential.
