The fight against terrorism is constantly in the news, and NATO has committed to the mission of counterterrorism as a central role of the alliance. This is a mission which requires the maximum cooperation of all NATO members and partners, and the sharing of knowledge and expertise is crucial to its success. This book presents the proceedings of the NATO Centre of Excellence – Defence against Terrorism (COE-DAT) Advanced Training Course ‘Capacity Building in the Fight against Terrorism’, held in Bishkek, Kyrgyzstan in June 2012. Africa is a continent of growing economic, social, political, and geostrategic importance. The establishment of a new Combatant Command for Africa -- AFRICOM -- marks an important milestone in the evolution of relations between the United States and the governments of Africa. Through AFRICOM, the U.S. Department of Defense will consolidate the efforts of three existing command headquarters as it seeks a more stable environment for political and economic growth in Africa. In line with this goal, AFRICOM is pioneering a bold new method of military engagement focused on war prevention, interagency cooperation, and development rather than on traditional war fighting. The author contends that to achieve its goals vis-à-vis the African security landscape, AFRICOM must depart from the model of U.S. military operations on the continent since September 11, 2001. Using case studies from North and East Africa, the author argues that by amalgamating threats, overemphasizing "hard" counterterrorism initiatives, and intertwining military operations with humanitarianism, AFRICOM's predecessors have harmed U.S. strategic interests. In line with this conclusion, he offers policy recommendations to maximize AFRICOM's potential for future success.

Allied against Terrorism is an up-to-date assessment of the global efforts to combat terrorism. Beginning with a look at the effectiveness of the international measures against terrorist violence already in place, Alistair Millar and Eric Rosand give a rigorous analysis of the United Nations-led campaign of nonmilitary measure to combat global terrorist threats, identifying some successes but also detailing the many shortcomings of the UN's operation units and political bodies responsible for counterterrorism. Millar and Rosand offer a number of reform suggestions to make UN efforts more coherent and effective, but argue that these reforms are only an interim stage in coordinating an effective global counterterrorism campaign: what truly is needed is a new global organization dedicated to combating terrorism. "According to the 9/11 Commission, constraining the mobility of terrorists is one of the most effective weapons in fighting terrorism.This report (1) describes key gaps the U.S. government has identified in foreign countries' capacity to prevent terrorist travel overseas, (2) evaluates how U.S. capacity-building efforts address those gaps, and (3) assesses the extent to which the U.S. government is measuring progress in its efforts to close those gaps.To identify the key gaps, GAO reviewed governmentwide assessments of vulnerabilities in the international travel system. GAO reviewed the strategies and documentation of U.S. agencies funding and/or implementing foreign capacity-building efforts to prevent terrorist travel overseas, including those of the Departments of State (State)-which coordinates U.S. efforts overseas-Defense (DOD), Homeland Security (DHS), Justice (DOJ), and the U.S. Agency for International Development (USAID). GAO also interviewed officials from the National Security Staff, of the National Security Council (NSC), which oversees counterterrorism policy. GAO met with these agencies and conducted field work in Kenya, Pakistan, the Philippines, and Thailand. GAO recommends that (1) State develop a mechanism to improve coordination of various agencies' efforts to provide fraudulent travel document training to foreign partners, and (2) NSC develop a mechanism to measure, track, and report on overall progress toward the goal..."
