Predicting the capacity of highway intersections is an important element in road design as well as in the evaluation of operating costs. At junctions operating near capacity a small reduction in capacity can produce sharp increases in queues and delays. Safety on roads is a very important issue and every effort should be made to increase safety and to reduce accident and casualty rates. Artificial lighting at night cannot provide the same standard of visibility as in daylight, and the absence of daylight is likely to affect the performance of motorists, especially when darkness coincides with adverse weather conditions In this work the effect of darkness and adverse weather conditions on the capacity of a signalised intersection and on motorway accidents, as well as the effect of darkness on the entry capacity to a roundabout, have been investigated. The results obtained indicate that: - at the studied signalized intersection there was a significant reduction in saturation flow in wet road surface conditions, especially when wetness coincided with darkness, with the maximum reduction in saturation flow being about 10% - at the studied roundabout junction the entry capacity was reduced m darkness by more than 5%. The results obtained from the study of accidents on the Ml in West Yorkshire over a 7 year period indicate that in darkness there was a significant increase in the accident rate per 10 (to the power 6) vehicles for serious and fatal accidents, serious and fatal casualties, and single vehicle accidents It was also shown that the accident rate in wet and icy conditions was significantly increased, and that the increase was even greater in darkness and wet and icy conditions. The thesis concludes with the practical implications of the results and recommendations for further research.
