Back in the early 1990s, economists and policy makers had high expectations about the prospects for domestic capital market development in emerging economies, particularly in Latin America. Unfortunately, they are now faced with disheartening results. Stock and bond markets remain illiquid and segmented. Debt is concentrated at the short end of the maturity spectrum and denominated in foreign currency, exposing countries to maturity and currency risk. Capital markets in Latin America look particularly underdeveloped when considering the many efforts undertaken to improve the macroeconomic environment and to reform the institutions believed to foster capital market development. The disappointing performance has made conventional policy recommendations questionable, at best. 'Emerging Capital Markets and Globalization' analyzes where we stand and where we are heading on capital market development. First, it takes stock of the state and evolution of Latin American capital markets and related reforms over time and relative to other countries. Second, it analyzes the factors related to the development of capital markets, with particular interest on measuring the impact of reforms. And third, in light of this analysis, it discusses the prospects for capital market development in Latin America and emerging economies and the implications for the reform agenda.

The main objective of the Financial Markets Development Project is to support the Government's efforts to foster more effective financial intermediation of resources, as well as more efficient operation of markets, as a key ingredient for sustained economic growth. Specific project objectives are to: (i) develop the financial markets into a more efficient channel for mobilizing domestic savings and financing investment; (ii) improve the institutional capacities for financial sector policy formulation and strengthen the regulatory and supervisory framework in order to, inter alia, minimize the risk of loss of confidence in the financial markets; (iii) contribute to increase the supply of securities, by inter alia facilitating the introduction of new financial instruments; (iv) consolidate the implementation of the social security reform; (v) contribute to deter corrupt or fraudulent practices such as money laundering; and (vi) contribute to more efficient operation of financial and non-financial markets by promoting competition and deterring anti-competitive practices in those markets. The components of the project are as follows: 1) developing the financial markets into a more efficient intermediation channel; 2) strengthening regulation and supervision capacity in the financial sector; 3) increasing the supply of securities and the availability of other financial instruments; 4) consolidating the implementation of the new social security system; 5) developing a system for control of corrupt and fraudulent practices; 6) developing competition and anti-trust policy capacity; and 7) project management and administration.

Based on a large survey to compare the effectiveness of land markets and land reform in Colombia, Deininger finds that rental and sales markets were more effective in transferring land to poor but productive producers than was administrative land reform. The fact that land transactions were all of a short-term nature and that little land was transferred from very large to small land owners or the landless suggests that there may be scope for policies both to improve the functioning of land markets and to facilitate greater land access by the most disadvantaged. Analysis of the factors associated with success in a sample of land transfers from large to small producers helps to identify key elements for policies in both respects. This paper--a product of Rural Development, Development Research Group--is part of a larger effort in the group to analyze the impact of land policies.

This study analyzes foreign investment in Colombia’s financial system, chronicling major changes in legislation, describing how investment flows evolved over time, and comparing performance of foreign–owned versus domestic banks. Panel data estimations reveal that financial liberalization in general had a beneficial impact on bank behavior in Colombia. Although the positive contribution of foreign entry may be overstated in recent studies by not controlling for other liberalization factors, foreign (and domestic) entry beginning in 1990 did improve bank behavior by enhancing operative efficiency and competition. However, this came at the expense of a deterioration in the loan quality of domestic banks.

Capital markets, both for debt and equity securities, have allowed firms to secure funding for productive uses while providing investors with opportunities for portfolio diversification. The importance of capital markets for the development of economies and for the betterment of society cannot be overstated. This is just as true in emerging economies with free markets, such as those found in Latin America, as it is in developed markets. However, capital markets in the region are not being utilized to the fullest. The idea behind this collection of articles is to offer a primer on the development of local capital markets in several select countries in Latin America. We discuss not only their history and current status but also their future. To this end, seven authors contributed to this project, each writing about one of seven countries: Argentina, Brazil, Chile, Colombia, Mexico, Peru, and Uruguay. Each author decided which issues they believe matter most to the progress of their local capital markets. Some authors chose a qualitative and institutional description of local markets, whereas others adopted a more quantitative approach.
