In an analysis of political, economic, and social development in Peru in the years between 1980 and 2016, this book explores the failure of the socialist Left to realize its project of revolutionary social transformation. Based on extensive interviews with leading cadres in the struggle for revolutionary change and a profound review of documents from the principal socialist organizations of the 1980s and 1990s, the volume reveals that the socialist Left did not fully comprehend the deep political and social implications of changes to the country’s class structures. As such, the Left failed to develop and implement adequate strategic and tactical responses to the processes that eroded its political and social bases in the 1980s and 1990s, ultimately leading to its loss of social and political power. Lust concludes that the continued political and organizational agony of the Peruvian socialist Left and the hegemony of neoliberalism in society is a product of the dialectical interplay between the objective and subjective conditions that determine Peruvian capitalist development.

At a time when Peru continues to reel from the impact of Covid-19 and the eruption of corruption scandals involving five former presidents, this book analyzes the persistence and the structural underpinnings of underdevelopment in Peru. During the commodities boom of 2004–2011, Peru experienced strong levels of economic growth, bringing poverty down and increasing the middle-class population. In the Covid-19 pandemic, however, the severe lack of structural economic and social improvements has been exposed. With the arrival of the pandemic, hospitals collapsed, oxygen supplies dwindled, and informality rose, with dire consequences for the vulnerable, and for those already working on subsistence wages. Delving into the history of the country, Jan Lust outlines the structural problems that came about following Peru’s post-colonial entrance into the world economy and the subsequent neoliberal extractive development model adopted in the 1990s. Tamara Feinstein investigates the bloody Shining Path conflict’s effect on the legal Left in late-twentieth-century Peru, illustrating the catastrophic impact state and insurgent violence can have on the growth and resilience of democratic political actors during times of war. In this engaging historical study, Tamara Feinstein chronicles the late-twentieth-century Shining Path conflict and argues that it significantly contributed to the rupture and disintegration of the noninsurgent legal Left in Peru by deepening preexisting divisions and eradicating an entire generation of leaders. Using a combination of oral histories, archival documents, contemporary media accounts, and participant observation of commemorations, Feinstein maps the trajectory of the Peruvian Left’s rise and fall by analyzing two emblematic human rights cases that occurred at the Left’s zenith and nadir: the state-based violence of the 1986 Lima prison massacres and the 1992 Shining Path assassination of leftist shantytown leader María Elena Moyano. The lessons found in The Fate of Peruvian Democracy reach beyond Peru to connect with other Latin American countries. Peru’s story illustrates the difficulties of accumulating political force during times of violence, underscores how struggles for self-defense can complicate ideological stances on violence, and helps explain the unevenness of the resurgence of the Left (the so-called “pink tide”) in Latin America in the twenty-first century. Around the world, established parties are weakening, and new parties are failing to take root. In many cases, outsiders have risen and filled the void, posing a threat to democracy. Why do most new parties fail? Under what conditions do they survive and become long-term electoral fixtures? Brandon Van Dyck investigates these questions in the context of the contemporary Latin American left. He argues that stable parties are not an outgrowth of democracy. On the contrary, contemporary democracy impedes successful party building. To construct a durable party, elites must invest time and labor, and they must share power with activists. Because today’s elites have access to party substitutes like mass media, they can win votes without making such sacrifices in time, labor, and autonomy. Only under conditions of soft authoritarianism do office-seeking elites have a strong electoral incentive to invest in party building. Van Dyck illustrates this argument through a comparative analysis of four new left parties in Latin America: two that collapsed and two that survived.
