Shedding new light on the American campaign to democratize Western Germany after World War II, Capturing the German Eye uncovers the importance of cultural policy and visual propaganda to the U.S. occupation. Cora Sol Goldstein skillfully evokes Germany’s political climate between 1945 and 1949, adding an unexpected dimension to the confrontation between the United States and the USSR. During this period, the American occupiers actively vied with their Soviet counterparts for control of Germany’s visual culture, deploying film, photography, and the fine arts while censoring images that contradicted their political messages. Goldstein reveals how this U.S. cultural policy in Germany was shaped by three major factors: competition with the USSR, fear of alienating German citizens, and American domestic politics. Visualizing Atrocity takes Hannah Arendt’s provocative and polarizing account of the 1961 trial of Nazi official Adolf Eichmann as its point of departure for reassessing some of the serviceable myths that have come to shape and limit our understanding both of the Nazi genocide and totalitarianism’s broader, constitutive, and recurrent features. These myths are inextricably tied to and reinforced viscerally by the atrocity imagery that emerged with the liberation of the concentration camps at the war’s end and played an especially important, evidentiary role in the postwar trials of perpetrators. At the 1945 Nuremberg Tribunal, particular practices of looking and seeing were first established with respect to these images that were later reinforced and institutionalized through Eichmann’s trial in Jerusalem as simply part of the fabric of historical fact. They have come to constitute a certain visual rhetoric that now circumscribes the moral and political fields and powerfully assists in contemporary mythmaking about how we know genocide and what is permitted to count as such. In contrast, Arendt’s claims about the “banality of evil” work to disrupt this visual rhetoric. More significantly still, they direct our attention well beyond the figure of Eichmann to a world organized now as then by practices and processes that while designed to sustain and even enhance life work as well to efface it.

The historical origins of international criminal law go beyond the key trials of Nuremberg and Tokyo but remain a topic that has not received comprehensive and systematic treatment. This anthology aims to address this lacuna by examining trials, proceedings, legal instruments and publications that may be said to be the building blocks of contemporary international criminal law. It aspires to generate new knowledge, broaden the common hinterland to international criminal law, and further consolidate this relatively young discipline of international law. The anthology and research project also seek to question our fundamental assumptions of international criminal law by going beyond the geographical, cultural, and temporal limits set by the traditional narratives of its history, and by questioning the roots of its substance, process, and institutions. Ultimately, we hope to raise awareness and generate further discussion about the historical and intellectual origins of international criminal law and its social function. During the final weeks of World War II, the American army discovered multiple atrocity sites and mass graves containing the dead bodies of Jews, slave laborers, POWs and other victims of Nazi genocide and mass murder. Instead of simply reburying these victims, American Military Government carried out a series of highly ritualized “forced confrontations” towards German civilians centered on the dead bodies themselves. The Americans forced nearby German townspeople to witness the atrocity site, disinter the bodies, place them in coffins, parade these bodies through the town and lay them to rest in town cemeteries. At the conclusion of the ceremony in the cemetery in the presence of dead bodies, the Americans accused the assembled German civilians and Germany as whole of collective guilt for the crimes of the Nazi regime. This landmark study places American forced confrontations into the emerging field of dead body politics or necropolitics. Drawing on the theoretical work of Katherine Verdery and others, the book argues that forced confrontation represented a politicization of dead bodies aimed at the ideological goals of accusing Germans and Germany of collective guilt for the war, Nazism and Nazi genocide. These were not top-down Allied policy decisions. Instead, they were initiated and carried out at the field command level and by ordinary U.S. field officers and soldiers appalled and angered by the level of violence and killing they discovered in small German towns in April and May 1945. This study of the experience of war and forced confrontations around dead bodies compels readers to rethink the nature of the American soldier fighting in Germany in 1945 and the evolution, practice and purpose of American political and ideological ideas of German collective guilt.

As the seat of Hitler’s government, Berlin was the most frequently targeted city in Germany for Allied bombing campaigns during World War II. Air raids shelled celebrated monuments, left homes uninhabitable, and reduced much of the city to nothing but rubble. After the war’s end, this apocalyptic landscape captured the imagination of artists, filmmakers, and writers, who used the ruins to engage with themes of alienation, disillusionment, and moral ambiguity. In Rubble Music, Abby Anderton explores the classical music culture of postwar Berlin, analyzing archival documents, period sources, and musical scores to identify the sound of civilian suffering after urban catastrophe. Anderton reveals how rubble functioned as a literal, figurative, psychological, and sonic element by examining the resonances of trauma heard in the German musical repertoire after 1945. With detailed explorations of reconstituted orchestral ensembles, opera companies, and radio stations, as well as analyses of performances and compositions that were beyond the reach of the Allied occupiers, Anderton demonstrates how German musicians worked through, cleared away, or built over the debris and devastation of the war.

The Exile of George Grosz examines the life and work of George Grosz after he fled Nazi Germany in 1933 and sought to re-establish his artistic career under changed circumstances in New York. It situates GroszÕs American production specifically within the cultural politics of German exile in the United States during World War II and the Cold War. Basing her study on extensive archival research and using theories of exile, migrancy, and cosmopolitanism, McCloskey explores how GroszÕs art illuminates the changing cultural politics of exile. She also foregrounds the terms on which German exile helped to define both the limits and possibilities of American visions of a one world order under U.S. leadership that emerged during this period. This book presents GroszÕs work in relation to that of other prominent figures of the German emigration, including Thomas Mann and Bertolt Brecht, as the exile community agonized over its measure of responsibility for the Nazi atrocity German culture had become and debated what GermanyÕs postwar future should be. Important too at this time were GroszÕs interactions with the American art world. His historical allegories, self-portraits, and other works are analyzed as confrontational responses to the New York art worldÕs consolidating consensus around Surrealism and Abstract Expressionism during and after World War II. This nuanced study recounts the controversial repatriation of GroszÕs work, and the exile culture of which it was a part, to a German nation perilously divided between East and West in the Cold War.
