There has been a systemic failing in the provision of support to vulnerable care leavers. The quality and cost of support that local authorities give to care leavers varies unacceptably across the country and outcomes for young people leaving care are poor and worsening. Ofsted's inspections have found that two-thirds of local authorities' care leaver services are inadequate or require improvement and there is no clear relationship between the amount spent and the quality of service. The scale of variability in the quality and cost of support, and a lack of understanding of what causes this, show that this is a systemic issue, rather than a problem in just a few local authorities. We welcome the Government's intent to improve the lives of care leavers, signalled by the launch of the Care Leaver Strategy in 2013, and the fact that more good practice in supporting care leavers is now emerging. But central and local government must both take more responsibility for improving outcomes and the quality of support.

Finding Lost Childhoods written by Suellen Murray and has been published by Springer this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-08-01 with Social Science categories.

This book explores care-leavers’ access to their personal records. People who grew up in care in previous decades may know little about their family nor understand why they were placed in care nor how decisions were made about their lives. Personal records can be a source of this information. Murray posits that it is crucial that those releasing these records understand their significance. Taking a person-centred approach, the book is based on the moving life history accounts of people who have sought their records. Finding Lost Childhoods highlights the importance of records to their identity formation, recounts what they discovered about themselves and their family, and discusses the consequences of finding this information. With a focus on policy and practice implications, the book will be of particular interest to those engaged in the work of releasing records, as well as care-leavers themselves, professional bodies, and students and scholars with an interest in social work, policy studies, welfare studies and youth work.

Growing up in care is not just a part of childhood, but can have ongoing impacts across a person’s life. Various inquiries have revealed accounts of abuse and neglect, and a fracturing of family relationships. Organised thematically to allow comparison of different initiatives, this book considers the range of responses to adult care leavers in Australia, Canada, Ireland, New Zealand and the UK. Initiatives examined include public inquiries, symbolic acknowledgements, redress schemes, specialist support services, access to personal records and family reunification programs. Featuring detailed case studies and examples of good practice, this is an excellent international source book for practitioners and policy makers in social work and social care.

Young adults who have lived in out-of-home care at some point during their childhood often struggle to build stable lives. This is not surprising: typically young care leavers not only have to overcome a difficult childhood, but also tend to receive less support during the crucial years of early adulthood than youth living with their parents.

Poor outcomes have long been associated with children and young people in care despite them having positive aspirations for their future (NSPCC, 2014). The transition process for Care Leavers towards independence is one of disadvantage and limited life chances (Stein, 2006). The aim of this study is to compare Care Leavers aspirations to the reality of their situation as they transition from being in care to being independent. The study employs a qualitative methodical approach based on systematic review procedures of existing literature and research which results in five selected studies being utilised for this this review. An interpretative analysis allows participants' experiences and voices to remain at the forefront of the study. Three higher order themes emerge from participants' accounts: social isolation of Care Leavers, Care Leavers lack the skills ready for independence and lack of and inappropriate use of resources for Care Leavers. The study draws attention to the importance of social inclusion and life skills while raises the need for improved pathway planning to accommodate the needs of Care Leavers during their transition and tailoring specialist services and wider interagency collaboration with a view of allowing them to gradually transition to independent living.
