The California Community Colleges serve more than 2.1 million students and is the largest system of higher education in the nation. The state's 112 colleges provide workforce training, teach basic math and English, and prepare students for transfer to four-year universities and colleges. Senate Bill 852 established the Career Technical Education (CTE) Enhancement Fund, which allocated $50 million in the 2014- 15 budget year to expand, enhance, and improve upon CTE programs statewide. This funding was designed to help community college CTE programs purchase equipment, align and develop curriculum, and provide professional development training to better meet the employment needs of the regional economy in each of seven macro-economic regions. The chancellor of the California Community Colleges distributed funds to the districts designated as fiscal agents according to a formula that factored in CTE full-time students, all full-time students, and the number of colleges in each region. This one-time award created opportunities for community colleges to collaborate with each other and industry representatives in seven different macro-economic regions. This collaboration allowed the community colleges to better address the ongoing challenges of providing high quality CTE programs. By providing high quality CTE education, California community colleges can help address the skills gap. More than 30 percent of jobs in the seven macro-economic regions will require a postsecondary education credential, certificate or associate degree. Likewise, students need the opportunity to earn credentials and advance their skills in order to find high-wage employment. Increased education leads to higher wages for workers and greater prosperity for the region. The full cost of CTE, however, exceeds apportionment funding. While the CTE Enhancement Fund in the 2014-15 budget went a long way toward helping community colleges by funding much-needed equipment upgrades and professional development, these additional costs are ongoing. Continuing to provide money in future state budgets for the CTE Enhancement Fund will help thousands of CTE students to achieve their academic goals and find jobs and provide new skills to incumbent workers. Moreover, the investment in regional collaboration through intensive comparison of current CTE courses and programs to labor market needs is the most effective way to address the high cost of CTE programs.

In January 2010, the National Research Center for Career and Technical Education (NRCCTE) issued a progress report on three studies being conducted by the Center that examine the implementation and outcomes of Programs of Study (POS), which were required in the 2006 reauthorization of the federal legislation for career and technical education (CTE). The Carl D. Perkins Career and Technical Education Improvement Act of 2006 (otherwise known as Perkins IV) states that recipients of federal funds must offer at least one POS that includes coherent and rigorous content aligned with challenging academic standards and relevant career and technical content. This joint report summarizes the literature on previous initiatives that share many similarities with the components of POS, specifically Tech Prep, career pathways, and dual/concurrent enrollment. Most of the evidence on these predecessors of POS is mixed. It also summarizes the evidence on the effects of participation in CTE on engagement in school, academic achievement, and transition to postsecondary education and employment. The report also describes three field-based research studies initiated by the NRCCTE that seek to examine POS from different perspectives.

The "Carl D. Perkins Career and Technical Education Act of 2006" ("Perkins IV" or "Act") authorizes federal funding for career and technical education (CTE) and specifies a formula for distributing those funds. Allocations at the secondary level are based on the number of youths ages 5-17 who reside within a local educational agency's (LEAs) boundaries and who live in poverty. Funds for institutions of higher education (IHEs) are distributed proportionate to the number of students who receive Pell grants or aid from the Bureau of Indian Affairs. To offset the higher cost of providing technical instruction, some states choose to allocate categorical funding for CTE programs. To assess the operation of state CTE resource distribution formulas, in August 2013 the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) surveyed CTE directors responsible for administering their state's federal "Perkins IV" grants. The survey asked CTE directors to report whether their states provided categorical funds for CTE during academic year (AY) 2011-12 and, if so, how they were distributed to LEAs and IHEs. Directors also were asked about their states' uses and perceptions of performance-based funding (PBF)--a competitive resource distribution strategy that rewards local programs for achieving state-identified performance outcomes. This study draws on data collected from the NASDCTEc survey and a review of state educational agency websites and statutory language to identify whether, and if so, how states distribute categorical funds for CTE programs. It also documents states' PBF strategies and their interest in integrating competitive funding into their state education resource distribution formulas. The report details the methods that states used to fund CTE in academic year 2011-12. It also reviews performance-based funding (PBF) strategies for those states using PBF to incentivize local performance, and documents states' interest in integrating PBF into their existing funding systems. Descriptions of state approaches draw on data gathered from a survey of state CTE directors conducted by the National Association of State Directors of Career Technical Education Consortium (NASDCTEc) in August 2013.
