Nacido en Medell�n, de Extremadura, en 1485, Hern�n Cort�s Monroy Altamirano conquist� para la Corona de Castilla el actual M�jico. Fue nombrado marqu�s del Valle de Oaxaca y gobernador y capit�n general de la Nueva Espa�a. Muri� en Castilleja de la Cuesta el a�o 1547. Pero su personalidad no fue la de un explorador o un conquistador, sino la de un aut�ntico hombre de Estado. En calidad de tal se dirige a su Emperador, Carlos V, en estas "Cartas de relaci�n" para exponerle un ambicioso proyecto pol�tico:"He deseado que V. A. supiese las cosas desta tierra; que son tantas y tales, que como ya en la otra relaci�n escrib�, se puede intitular de nuevo emperador della, y con t�tulo y no menos m�rito que el de Alema�a, que por la gracia de Dios vuestra sacra majestad posee."Las nuevas tierras tienen una importancia tan grande como la de Europa. En todo caso, no menor que la de Alemania. Cort�s las concibe al principio como un imperio particular, al modo en que se conceb�a la propia Espa�a en su tiempo, a saber, como una entidad pol�tica diferente de cualquier otro poder. Pero posteriormente, apoy�ndose en datos se la historia civil y religiosa de los mexica, justifica el dominio de las mismas por parte del Emperador sobre un fundamento jur�dico semejante al que le vali� para presentar su candidatura al Imperio germano. Lo cual se expone en la segunda carta. Ahora bien, en la tercera hay un cambio importante, toda vez que Cort�s concibe un Imperio Universal para cuya realizaci�n habr� de servir la Nueva Espa�a como medio o v�a de acceso. As� se lo hace saber expl�citamente al Emperador en varias ocasiones. Su prop�sito, dice en una de ellas, es hacer uso de los nav�os de que dispone para que las fronteras del dominio de Carlos V incluyan m�s reinos y se�or�os de los que en Espa�a se tiene conocimiento hasta la fecha. Si Dios le presta su apoyo, sigue diciendo, el rey de Espa�a y emperador de Alemania habr� de ser monarca del mundo.
