Excerpt from Causes and Consequences of the War of 1914 As this book goes to the press, Belgium, the importance of whose existence as a factor in the maintenance of European peace can not be overestimated, is in the possession of Germany. If this occupation is continued, it means that forty miles instead of three hundred and forty miles will separate Germany from England, and that the little island will, while that condition continues, be in danger of being over-run by the invading forces of her Teuton neighbor. England is not adapted to the permanent maintenance of a large body of regular troops. Such a burden would impose an impossible drain upon her industrial life. She has regarded distance from her most powerful continental rival as one of two indispensable attributes of safety; her fleet was the other.- No treaty with Belgium or France had to be invoked to spur Britain on to war when the littoral of the English Channel was menaced by German occupation. Excerpt from The War in Europe: Its Causes and Results No excuse will be offered for the smallness of this book in comparison with the vastness of its subject. The author has felt a personal need of some knowledge of those conditions of Europe which bear upon the origin of the Great War of 1914. Thence it was a short road to the thought that other Americans might be interested in a brief but systematic statement of the resources, aims, and difficulties of the European powers; the manner in which they became involved in the war; and the probable results of the struggle to Amer ica and to the rest of the world. Excerpt from The Causes and Consequences of the War This book is devoted to an attempt to deduce from the political and economic causes of the present war the principles governing the conditions which alone can assure a lasting peace. Errors of diplomacy arc fraught with more disastrous consequences than errors on the battlefield. For example, the blunder of Talleyrand and Lord Castlereagh in 1815 in forcing the Rhine Province and Westphalia on Prussia when she coveted Saxony (Russia being fully in sympathy with her), was unquestionably the first step towards the wars of 1866 and 1870. Again, we must look for the real origin of the Balkan Wars of 1912-13 and the present world-conflict in that coalition of 1878 against Russia, into which Bismarck and Lord Beaconsfield dragged France, and which substituted the Treaty of Berlin for the Treaty of San Stefano. A public opinion educated enough to appreciate the problems to be solved can alone guarantee us against a repetition of the errors of esoteric diplomacy. It is the duty of the Allies to make better preparations for peace than they did for war. The Germans seem to be making a point of arousing and deserving the bitterest hatred. Now hatred is a force in actual warfare which is not without its value, for it can only be satisfied by that decisive victory failing which peace can be but a temporary and uneasy truce. But neither individuals nor peoples can live on hate. It is no substitute for food and only ends by devouring him who cherishes it. That way lies destruction. Excerpt from The War: Its Causes and Consequences The age is revolutionary. The present is an epoch in the world's history of transition - a sort of moral exodus of the nations - which has lasted now some three centuries; and no stability in governments anywhere, much less here, can be looked for until the passage from the old regime to the new has been completed. To a close observer, the social ebullition in this coun try has long been of a threatening character. From the birth of our government, its elements have been in an uneasy state; and the bosom of society has more than once been agitated by the throes of coming convulsions. The time has arrived for these inevitable disturbances, so long concealed, to manifest their dangerous activity. An open rupture is at last reached; and however it may be allayed temporarily, will be again and again renewed until the foundations of society are broken up, or the principles which now lie at its base are extruded, or so modified by the introduction of others that their excesses will be entirely counteracted. Excerpt from Wars and Treaties, 1815 to 1914 The causes are epitomized in the fewest possible words and the occasion is separated from the cause. Causes of wars are very seldom remembered and are not very easily discovered in the perusal of histories. The occasion is sometimes mistaken for the cause, whereas it may often be merely a pretext. The occasion of a war has not in frequently been a comparatively trivial incident, whereas the cause can be traced to the gradual development of friction for which divergence of policies or conflict of am bitions may have been responsible. The trivial incident, or even an incident of a more serious nature, may pass off without fatal consequences if no friction exists between the nations and there is a general atmosphere of amicable understanding. Where, on the contrary, relations are strained it requires but a very small spark to light up a conflagration. It is important therefore to detach the occasion from the cause. Excerpt from The Great War: The Causes and the Waging of It The following short story of the Great War was prepared by the author in the winter and spring of when it became probable that the United States would be drawn in through the resumption by Germany of unrestricted sub marine activity against neutral shipping and neutral non combatants. It was thought that in the Southern States, especially, a clear understanding of the causes of the war and a truthful account of the waging of it, up to our entrance in it, might be of some value to those who might not have given much attention to the consideration of such before this time. In this connection, if it was advisable for the representatives of the French and British Governments to indicate to us their mistakes, it was thought by the author appropriate that, while revealing, to some extent, the Splen did courage, devoted patriotism and wonderful determina tion of the Allies to exhibit, at the same time, the evidence of courage, capacity and determination of our foes which a study of the war reveals. Also, if there have been mistakes made by our Allies, as yet not as apparent to them as to some of us, the revelation of such might be as helpful to us and to them as was the recital by them of those they did see and thought necessary to expose to us so clearly.
