2010 was a critical year for the European Union (EU) in at least three major respects. First of all, many EU countries started showing signs of increased financial stress, while the eurozone began to be affected by a true debt crisis extending well beyond the highly publicised case of Greece. Secondly, the European Union strove to achieve renewal through its first steps to implement the Lisbon Treaty that had come into force on 1 December 2009. The third reason why 2010 represented a turning point for the EU is that the ten-year Lisbon Strategy, launched by the European Council in March 2000 as a framework for EU socio-economic policy coordination, formally reached its end in June 2010 when EU leaders adopted the new Europe 2020 Strategy. All of these developments will have deep and long-lasting effects on social policy at both national and supra-national level. This 2010 edition of Social developments in the European Union examines the ways in which the EU has tackled the main challenges related to the fiscal crisis, the first steps towards implementation of the Lisbon Treaty and the launch of the EU2020 Strategy. The volume sheds light on a number of aspects including the risks for the European social model and European integration project, the state of the debate on revision of the Stability and Growth Pact, the impact of the economic and financial crisis on pensions, the new ‘EU employment policy roadmap’ and, more generally, the tensions, risks and opportunities generated by Europe 2020.

The shift to a green economy is increasing the pace of change in labour markets and skill needs. This study of 21 countries, which represent 60 per cent of the world population, shows that economies moving towards greener production can seize the potential for job creation if they deal effectively with the coming structural change and transformation of existing jobs. The report examines the experiences of developed and developing countries in adjusting their training provision to meet new demand of a greener economy. It shows that while few new occupations emerge in the transition to greener work, massive change occurs in existing occupations. What is more, changes in skill profiles happen at all levels of qualifications and across all sectors, and require action to make the provision of education and training relevant to labour market needs. While the net employment effects of greening the economy are estimated to be positive, carbon-intensive industries are expected to lose jobs. Successful transitions from old to new, greener industries and occupations will require efficient retraining and skills upgrading. A key element of the transformation must be to target training initiatives to segments of the population typically at a disadvantage in the labour market. Skills development is critical to unlocking the employment potential of green growth, yet skills policies and environmental policies are still often dealt with in isolation from one another. To avoid future skill shortages, the report recommends that countries devise strategies based on well-informed policy decisions, social dialogue, and coordination among ministries and between employers and training providers.

Publikace hledá odpovědi na některé závažné otázky týkající se českého trhu práce z hlediska vlivu vzdělání, dovedností, sociálního původu a sociopsychologických charakteristik na příjem a socioekonomický status zaměstnání jedinců. Práce autorského týmu se zaměřila i na objasnění mzdových rozdílů mezi muži a ženami s různým stupněm dosaženého vzdělání, na změny v postavení pracovníků po ekonomické krizi v době oživení trhu práce, na míru pracovní autonomie v jejich zaměstnání a na vliv kvalifikačního nesouladu na pracovní mobilitu zaměstnanců. V neposlední řadě ukázala současnou míru spokojenosti jedinců s prací a životem obecně. Pokusila se argumentovat souvislost mezi těmito hodnoceními a vyvodit, jaké aspekty práce a zaměstnání Češi preferují a jsou pro ně žádoucí, a které z nich už se v jejich současném zaměstnání naplňují. Průvodní přílohy nabízejí k tématu bohatý dokladový materiál v podobě tabulek, grafů a jiných výstupů ze statistických výzkumů i mezinárodních srovnání.
