Recognizing that software will not he reused unless its quality can be accurately and effectively determined, Rome Laboratory has initiated a research project in reusable software asset certification. Certification, as used in this document, refers to a process in which inspection, analysis, and testing techniques are used to achieve assurance of th quality of reusable assets. This process might be performed by a reuse repository, by a renser, by an independent organization providing such services, or by a development organization. This effort provides a certification framework that defines methods and tools that can be applied to detect defects and ultimately avoid rework. The framework focuses on certifying individual components (i.e., smaller pieces of a system) for a particular quality or group of qualities. These individual components can then be used as system building blocks.

In this effort, Underwriters Laboratories (UL) conducted an independent review of the Rome Laboratory framework for certification of reusable software components from the perspective of its potential application by a third party test laboratory. The review consisted of two parts: a desk review and a trial application. The desk review considered the goals and objectives of the framework, its costs and benefits, its standardization potential, and technology transfer issues. In the trial application, an asset was selected and the default certification process was applied. A scenario for the development and use of the asset was created to provide the context from which certification concerns, criteria, and requirements were identified. Benchmark components, including instrumented code, models and fault sets, were created for the asset to provide expected results to access the results of the procedures specified by the default process. UL determined the framework is built upon clear and sound research. UL found that the framework's effort to associate techniques with defect types is a necessary approach, however, they recommended more detailed analysis of the relationships between techniques and defects before techniques can be recommended with confidence. UL plans to pursue this research in an experimental lab being established at UL. They plan to broaden the framework's certification model and position components of the framework for incorporation into certification standards.

The report discusses how the quality assessment methodology, techniques, and metrics embodied within the Rome Laboratory Software Quality Framework (SQF) could be applicable to the certification of reusable assets. The report discusses potential upgrades and re-engineering the Rome Laboratory Software Quality Framework (SQF). In addition, it also overviews the application of the Certification Framework to a small set of software components (i.e., source code). Volume II - Certification Field Trial, fully details the procedures, collection forms, results, and lessons learned from the application of the certification process to the software components.
