Evidence given to the Committee showed that Armed Forces personnel and their families valued accommodation very highly and saw it as part of their terms and conditions of employment and as promoting unit cohesion and support for families when personnel were deployed on operations. The provision of accommodation was particularly important for those who were required to be mobile; it was the only option allowing families to live together. It is also clear that for many personnel, Service Families Accommodation is the only affordable housing solution. Indeed, the Families Federation said that inquiries and complaints about accommodation account for more than half of the regular communications they receive. So when the Committee considered the MoD's decision to halt upgrade work on accommodation for the next three years, they saw it as damaging to the Covenant and recommended that the MoD look again urgently at the stoppage, which, in any case, could well be a false economy. In early 2012, the MoD began work on the New Employment Model, looking at how Armed Forces personnel are employed. One element of this is the Future Accommodation. The Committee recommends that this project should be sufficiently flexible to meet the needs of the three individual Services by allowing sufficient variation to meet their differing needs. They should also take account of the needs of personnel at different stages in their lives and careers. Given the fragility of morale we recommend that the MoD should use a more effective communications strategy to keep Service families in the picture

Environmental concerns and advances in architectural technologies have lead to a greater number of green buildings or buildings with green, eco-friendly elements. However, from a practical standpoint, there is no incident reporting system in the world that tracks data on fire incidents in green buildings. Fire safety objectives are not explicitly considered in most green rating schemes, and green design features have been associated with photovoltaic panels and roof materials, lightweight timber frame buildings, and combustible insulation materials. Fire Safety Challenges of Green Buildings is the result of an extensive global literature review that sought to identify issues related to green building elements or features and ways to ensure those issues are tracked for future improvement. The book identifies actual incidents of fires in green buildings or involving green building elements, points out issues with green building elements that would increase fire risk, clarifies reports and studies that address ways to reduce fire risk in green design elements, and compares research studies that explicitly incorporate fire safety into green building design. This report describes in detail the various sampling methods & techniques used in quantifying the ground, surface, ladder, and crown or canopy fuel characteristics of the jack pine & black spruce forest in the primary plots of the International Crown Fire Modelling Experiment, located about 50 kilometres north-east of Fort Providence, Northwest Territories. The approach involved both general sampling in the study area as a whole and the use of a systematic grid structure for the experimental plots that were to be burned. New data & information on the fuel properties of northern forests were acquired as part of this process. Detailed descriptions & summaries of the char of the forest floor, dead-down woody surface fuels by roundwood diameter size class, understory canopy ladder fuel, and overstory crown fuel for each of the primary plots are presented in tabular & graph form. Representative values for the fuel complex represented by the study area forest cover type are also given.
