The focus of this study is on furthering our understanding of how (a) district level community partnerships and, (b) district leadership, are linked in district efforts to improve children's readiness for school. The purpose of this policy implementation study was to explore the beliefs and behaviors of 14 district leaders in one purposefully selected community, related to working with and through a district level multi-sector community partnership, as part of a state policy initiative to improve children's school readiness. Participants in the study included: (a) senior, (b) front line, and (c) school site leaders. The use of policy instruments by these 14 district leaders was explored through individual interviews, a self-report survey, and a supplemental document review. The research questions, the interview questions, and the survey items were linked to the 3 phases of the McDonnell and Elmore (1987b) Alternative Policy Instrument framework: (a) policy problem definition, (b) policy instrument choice and use and (c) supports and constraints. Findings indicated the policy problem as including socio-economic disparities, the academic pressure of kindergarten, and the challenges to finding quality early childhood services. Policy solutions included increasing resources for additional services to children B-5 and their families and expanding the role of the School Readiness Council. There was no formal district plan or commitment of local funds to promote school readiness, as it was perceived as outside the district's sphere of influence. Data suggested policy tools (inducements) and (system changing) were used to position the School Readiness Council as shouldering responsibility for the School Readiness Initiative. Conclusions focused on the need to align the B-5 School Readiness [SR] agenda with district K-12 reform to promote shared responsibility and ownership of the SR agenda. Resource allocation for Evergreen's SR initiative was reported to be dependent on external resources, managed through the School Readiness Council [SRC]. The SRC was identified as a viable and effective mechanism to hold responsibility for implementing Evergreen's SR agenda. However, leadership for the SR initiative was reported as primarily person dependent, with no discernible structures in the sponsoring organizations to sustain the work.
