As chancelarias régias portuguesas do período medieval - entendendo-as aqui, em sentido restrito, como todas as cartas emanadas da corte com as disposições de um rei sobre os assuntos que a ela chegavam ou se integravam no seu projeto de governação - constituem a fonte mais importante de que o historiador dispõe para o estudo do Portugal medieval e, em particular, do reinado a que dizem respeito. A Chancelaria de D. Afonso III ocupa, no entanto, um lugar à parte na evolução da produção documental da corte régia portuguesa. Na verdade, pela primeira vez, poucos anos após a sua chegada ao trono, um monarca mandou registar em códice próprio e pela ordem em que iam sendo entregues aos destinatários, todas as cartas saídas da chancelaria: aforamentos, cartas de foral, leis, cartas de povoamento, escambos, doações aos seus fiéis vassalos, tratados com Castela, cartas de composição, etc. Iniciado em 1253, esse Registo - que constitui precisamente o chamado Livro I da Chancelaria - continuará a ser escrito até às vésperas da morte do rei, ocorrida a 16 de Fevereiro de 1279. Contava então mais de sete centenas de documentos, constituindo-se, portanto, por intermédio das áreas que foram merecendo a sua atenção ao longo da maior parte do reinado, como um retrato fiel do seu governo. Ao seu lado, dois outros registos documentais complementaram a atividade administrativa do monarca: o Livro II, redigido pelos finais dos anos cinquenta e que contém perto de duas centenas de aforamentos e cartas de foral, muitos dos quais dos reis anteriores; e o Livro III, de dimensões ainda mais reduzidas, confecionado já nos anos setenta para albergar uma documentação mais diversificada e que não tinha sido igualmente incluída, por motivos que desconhecemos, no primeiro Registo. Embora estejam longe de representar todo o labor escriturário desenvolvido pelo chanceler e seus notários nos cerca de trinta anos da sua atividade sob D. Afonso III, constituem sem dúvida, pela amplitude temporal e pela diversidade da documentação, o núcleo que melhor documenta essa atividade e, consequentemente, a do monarca que serviam.

In the medieval period, the Portuguese royal chancelleries— understood here in the narrow sense, as all the charters emanating from the court with the provisions of a king on matters addressed to him or which were integrated into his project for governance — constitute the most important source available to the historian of medieval Portugal. Of these, the Chancellery of King Afonso III occupies an unusual place in the development of the Portuguese royal court’s documental output. Just a few years after coming to the throne, the monarch ordered all the charters emitted by the chancellery (leases, charters, laws, settlement charters, barter agreements, donations to loyal vassals, treaties with Castile, composition charters, etc) to be registered in a specific codex in the order in which they were sent to their recipients. Begun in 1253, this register — which constitutes the so-called Book I of the Chancellery — was kept up to the eve of the king’s death on 16th February 1279. By then it contained more than 700 documents, and thus offered a reliable picture of the king’s government via the areas that attracted his attention over most of his reign. An additional two documental record books complemented the monarch’s administrative activity: Book II, written at the end of the 1250s, which contains nearly 200 leases and charters, many issued by previous kings; and Book III, smaller in size, prepared in the reign of King Dennis after the collection of documentation that had partially not been included in the first register for unknown reasons. Though these volumes by no means represent all the documental work developed by the chancellor and his notaries in the thirty years of their activity under King Afonso III, their broad time frame and great diversity means that they constitute the nucleus that best documents that activity and consequently the monarch that they served.

Trotz jüngster Behauptungen des päpstlichen Officiums in Rom, wonach die Päpste jegliche Form von Sklaverei verurteilten, so auch im Falle der Versklavung von Schwarzafrikanern, verweisen neuere Studien innerhalb dieses Forschungsfeldes auf das Gegenteil. Die Kirche und die Päpste nahmen vielmehr zentrale Rollen in diesem schlimmsten Verbrechen gegen die Schwarzafrikaner seit Beginn der schriftlichen Dokumentation ein. Mithilfe zahlreicher päpstlicher Bullen aus den Geheimarchiven des Vatikans und einer Vielzahl an königlichen Dokumenten aus dem portugiesischen Nationalarchiv in Lissabon, strebt der vorliegende Band eine kritische und analytische Untersuchung dieses Aspekts des transatlantischen Sklavenhandels an, der über so viele Jahre von den westlichen Historikern und Gelehrten verschleiert wurde. For over 400 years, Black African men, women and children suffered the worst type of enslavement and humiliation from the hands of Catholics and other Western Christians during the transatlantic slave trade. Before now, no one could ever believe that the Popes of the Church were deeply involved in this Holocaust against Black African people. Despite the claims made by the hallowed papal office in Rome in recent years that the Popes condemned the enslavement of peoples wherever it existed including that of Black Africans, recent researches in these fields of study have proved the contrary to be true. The Church and her Popes were rather among the major “role players” in this worst crime against Black Africans in recorded history. With the help of a considerable number of papal Bulls from the Vatican Secret Archives and a great amount of Royal documents from the Portuguese National Archives in Lisbon, the present book is aiming to undertake a critical and analytical inquiry of this aspect of the transatlantic slavery that has been kept in the dark for so many years by the Western historians and scholars. The results of this studious but fruitful academic inquiry are laid bare in this notable work of the 21st century. Pius Onyemechi Adiele is a Catholic priest of Ahiara Diocese Mbaise and an alumnus of Seat of Wisdom Seminary Owerri and Bigard Memorial Seminary Enugu in Nigeria. He obtained his licentiate in Theology from the famous University of Münster and his doctoral degree in Church History from the renowned University of Tübingen in Germany. At present, he is a research fellow in the areas of African Church History and Enslavement of peoples as well as the pastor in charge of the merged parishes of Lauchheim, Westhausen, Lippach, Röttingen and Hülen in Germany.

Anticorruption in History is a timely and urgent book: corruption is widely seen today as a major problem we face as a global society, undermining trust in government and financial institutions, economic efficiency, the principle of equality before the law and human wellbeing in general. Corruption, in short, is a major hurdle on the "path to Denmark" a feted blueprint for stable and successful statebuilding. The resonance of this view explains why efforts to promote anticorruption policies have proliferated in recent years. But while the subject of corruption and anticorruption has captured the attention of politicians, scholars, NGOs and the global media, scant attention has been paid to the link between corruption and the change of anticorruption policies over time and place, with the attendant diversity in how to define, identify and address corruption.
