Vor allem die in Kohle und Erdgas gespeicherten Energieressourcen sind hier als Grundpfeiler zu nennen. Durch die weltweit voranschreitende Industrialisierung und Expandierung der Bevölkerung steht die Gesellschaft vor neuen Herausforderungen, die benötigten Energieressourcen ökonomisch und ökologisch einzusetzen, da die Energieressourcen keinesfalls unendlich sind. Schaut man auf die jüngsten Ereignisse in Fukushima zurück, scheint auch die Nutzung der Kernenergie als risikoreich. Vor allem seit Beginn dieses Jahrtausends gibt es umgreifende Diskussionen in Gesellschaft, Politik und Wissenschaft, die Ressourcenpolitik zu verändern und den Energiemarkt zu revolutionieren. Lange Zeit ist von „sauberer“ Energienutzung die Rede: Die Menschheit hat das Ziel vor Augen, die natürlich vorhandenen Energien, sei es die Sonne, der Wind oder das Wasser, für ihre Zwecke stärker und irgendwann primär nutzbar zu machen. Hier zeigt sich die Kernthese der politisch betriebenen Energiewende. Doch inwiefern ist dieses ehrgeizige Vorhaben realisiert worden oder in naheliegender Zukunft realisierbar? Welche Technologien und welche Schritte sind nötig, um Deutschland ein Stück näher an dieses Ziel zu bringen? Und an welchem Punkt stehen wir aktuell?

Die Studie analysiert die Diskursführung der schwarz-gelben Bundesregierung im Kontext der Energiewende zwischen 2009 und 2013. Sie kommt zu dem Schluss, dass insgesamt eine entschlossene Transformation des Energiesystems auch argumentativ nur halbherzig in Angriff genommen wurde. Die propagierte Verbindung von Klimaschutzanstrengungen mit den Vorteilen eines nachhaltigen Wachstums eröffnete zwar Handlungsspielräume. Parallel prägten jedoch klassische vergangenheitsbedingte industriepolitische Paradigmen den Diskurs, so dass sich die Argumentationsmuster widersprachen. Insgesamt entzauberte Schwarz-Gelb zwar den Mythos der Energiewende, dennoch erscheint ihr Gelingen heute realistischer als dies vor 2009 der Fall war.

This book results from a pioneering effort to organize a productive interdisciplinary research program on sustainable development policy in a small country not previously recognized as a world leader in environmental social science. The results are very promising, considering the short time frame and the high barriers to success for such an enterprise - differences in concepts and terminology, disciplinary myopia, and the inherent difficulty of the problem. In the USA, where I work, these barriers continue to pose major challenges after some 30 years of effort. Switzerland has made noteworthy progress in only five. I hope this book represents the beginning of a long term effort at problem-oriented interdisciplinary collaboration among Swiss researchers and prac titioners. The Swiss group has succeeded in developing a unifying framework that makes a major contri bution to environmental policy analysis. The framework broadens policy thinking by giving se rious treatment to underutilized strategies that rely on communication and informal influence as well as to well-studied ones that rely on technological change, regulation, and economic forces. This broad typology makes it easier for an analyst to escape the tendency to presume that the po licy instrument currently in fashion, whether it be market-based instruments, voluntary measures, or whatever, is the right strategy for all problems. It also encourages discipline-based analysts to consider how their favored strategies might be combined with other strategies less familiar to them, and thus to craft strategies that can take advantage of the strengths of various policy instruments.

Biomass is a vital source of renewable energy, because it offers a wide range of established and potential methods for energy generation. It is also an important facet of the progression toward a sustainable energy future. Federal agencies have taken steps to include the public in a wide range of environmental decisions. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.
