Excerpt from Changes in U. S. Patent Law and Their Implications for Energy and Environment Research and Development: Hearing Before the Subcommittee on Energy and Environment of the Committee on Science, U. S. House of Representatives, One Hundred Fourth Congress, Second Session, May 2, 1996 The primary beneficiaries of this change that was made in the patent law I believe are large, foreign and multinational corpora tions. They are the users, not the creators of intellectual property. Let us remember that Japan has pressed us for years to conform to their laws, which is what the change brought about in the gatt legislation accomplishes. Low Carbon Technology Transfer written by David G. Ockwell and has been published by Routledge this book supported file pdf, txt, epub, kindle and other format this book has been release on 2012-12-12 with Technology & Engineering categories.

Low carbon technology transfer to developing countries has been both a lynchpin of, and a key stumbling block to a global deal on climate change. This book brings together for the first time in one place the work of some of the world's leading contemporary researchers in this field. It provides a practical, empirically grounded guide for policy makers and practitioners, while at the same time making new theoretical advances in combining insights from the literature on technology transfer and the literature on low carbon innovation. The book begins by summarizing the nature of low carbon technology transfer and its contemporary relevance in the context of climate change, before introducing a new theoretical framework through which effective policy mechanisms can be analyzed. The north-south, developed-developing country differences and synergies are then introduced together with the relevant international policy context. Uniquely, the book also introduces questions around the extent to which current approaches to technology transfer under the international policy regime might be considered to be 'pro-poor'. Throughout, the book draws on cutting edge empirical work to illustrate the insights it affords. The book concludes by setting out constructive ways forward towards delivering on existing international commitments in this area, including practical tools for decision makers.

Written by a global group of leading scholars, this wide-ranging Research Handbook provides insightful analysis, useful historical perspective, and a point of reference on the controversial nexus of climate change law and policy, intellectual property law and policy, innovation policy, technology transfer, and trade. The contributors provide a unique review of the scientific background, international treaties, and political and institutional contexts of climate change and intellectual property law. They further identify critical conflicts and differences of approach between developed and developing countries. Finally they put forward and analyse the relevant intellectual property law doctrines and policy options for funding, developing, disseminating, and regulating the required technologies and their associated activities and business practices. The book will serve as a resource and reference tool for scholars, policymakers and practitioners looking to understand the issues at the interface of intellectual property and climate change.
