Climate change and ongoing transformation processes in economy and agriculture will have strong and multiple impacts in the Baltic region. In particular coastal zones face increasing hazards, e.g. due to sea level rise or changes in riverine nutrient loads and eutrophication. These changes also offer a wide range of new opportunities in the Baltic Region. Adaptation measures are needed but require a thorough and spatially differentiated understanding of underlying ecological, economic and social processes. Sixteen contributions by authors from eight countries give a comprehensive overview of these changes, their consequences and practical challenges with focus on coastal zones. Between November 20 and 23, 2000, the workshop "Baltic Coastal Ecosystems - Structure, Function and Coastal Zone Management" took place in Rostock, Ger many. The workshop was organised by the Institute of Aquatic Ecology of the University of Rostock and the Baltic Sea Research Institute Warnemiinde on be half of the Wissenschafts-Verbund Umwelt (WVU) at the University of Rostock. It was the third trans-disciplinary event that tried to link ecological and socio economical aspects with respect to the Baltic Sea. The first symposium was held in 1992, entitled "The Future of the Baltic Sea - Ecology, Economics, Administra tion and Teaching", and the second event took place in 1996, entitled "Sustainable Development in Coastal Regions - a Comparison Between North Atlantic Coast and Baltic Sea". The workshop "Baltic Coastal Ecosystems - Structure, Function and Coastal Zone Management" tried to provide an interdisciplinary forum for discussions, the exchange of ideas and the presentation of scientific results with respect to the Bal tic coast.

It presents a new approach to set fish quota based on holistic ecosystem modeling (the CoastWeb-model) and also a plan to optimize a sustainable management of the Baltic Sea including a cost-benefit analysis. This plan accounts for the production of prey and predatory fish under different environmental conditions, professional fishing, recreational fishing and fish cage farm production plus an analysis of associated economic values. Several scenarios and remedial strategies for Baltic Sea management are discussed and an "optimal" strategy motivated and presented, which challenges the HELCOM strategy that was accepted by the Baltic States in November 2007. The strategy advocated in this book would create more than 7000 new jobs, the total value of the fish production would be about 1600 million euro per year plus 1000 million euro per year related to the willingness-to-pay to combat the present conditions in the Baltic Sea. Our strategy would cost about 370 million euro whereas the HELCOM strategy would cost about 3100 million euro per year. The "optimal" strategy is based on a defined goal - that the water clarity in the Gulf of Finland should return to what it was 100 years ago.
