An old writer says, Let me make the songs of a people, and I care not who makes their laws. This rule is as applicable to the structure of the sports of a people as it is to the com position of their songs. The pastimes of boys of all nations partake largely of the peculiar character of the people whose youth engage in them. The boys of a war like nation find their chief recreation in sports in which feats of brutal courage, and of endurance of fatigue and pain, are marked characteristics. On the other hand, the youths of a peaceful people enjoy those pastimes best which most com pare in their character with the national life of their progenitors. Differences in climate necessarily have their relation to the character of national sports but it is more in the essential character of the people themselves that their national pastimes differ, and this is especially noticeable in the receative sports of boys. It is in this respect that the games of American boyhood are different, as a rule, from those of English youths. Of course, there is a certain degree of similarity in most of them, arising from their English origin but there is scarcely an imported game that is at all open to improvement, which has not of late years been essentially Americanized witness the evolution of our manly national game of base-ball from the old English schoolboy game of Rounders. Excerpt from A Consideration of the Justifying Value of a Public Park: Prepared at the Request of the American Social Science Association, and Read at Its Meeting in Saratoga, 1880 UR large town parks are public trusts, so loosely defined as to fix no clear limits to the use which may be legitimately or honorably made of the lands, materials, funds, or Official influence, which belong to them. The most essential duty under them may be neglected with out wreck of character or sense of shame. To say as to any point in question of their manage ment it is a matter of taste, generally means that every trustee is as to that point a law unto himself. This paper, which touches the question of a possible basis of stricter accountability, has been printed in the Journal of the American Social Science Association, but with such errors, owing to a miscarriage of proofs, that I wish to Offer corrected copies to those having a special interest in the topic discussed. The feeling which has lately been evinced against plans urged by able and worthy men for subverting the most important features of the Central Park of New York by buildings, roads, walks, and decorative garden-work suitable to a world's fair ground, and a growing dislike shown elsewhere to the introduction of objects and methods of decoration in public grounds thought to be incongruous with their character, may be hoped to indicate a ripening of public Opinion favorable to the ends of the paper. A bill has just been introduced in the Legislature of New York by Senator Astor, entitled An Act to Define and Limit the Uses of Public Parks, which declares that all properties so classed under the laws of the State, when exceeding 100 acres in extent, are intended and shall be appropriated for the recreation of the people by means of their rural, sylvan, and natural scenery and character, that they must be used and managed in accordance with this definition and that no ground in them shall be appropriated or used in such a manner as to lessen their value and advantages for such recreation. Excerpt from Jordan Lake State Recreation Area General Management Plan The B. Everett Jordan Dam and Lake project encompasses federally owned acres located near the eastern edge of a region of rolling hills known as the Piedmont plateau. Almost all of the project acreage is leased to the state. The leased acreage is managed by three state agencies the Wildlife Resources Commission, the Division of Forest Resources, and the Division of Parks and Recreation (dpr). Dpr manages approximately acres of land at nine sites located along the shore of the - acre lake. These sites comprise the state recreation area and provide public access to the lake for water-based recreational activities. Approximately 150 miles of shoreline are created by the lake at a water level of 216 feet above mean sea level. The lake's shoreline is characterized by gentle hills and forested areas of second growth pine and hardwoods. The impounded waters are part of the Haw River sub-basin of the Cape Fear River basin. The drainage area above the dam covers a square mile drainage area. Lake waters extend five miles up the Haw River, a swiftly moving river having a narrow valley and a steep stream gradient, and 17 miles up the New Hope River, a slow-moving river with a wider flood plain and gentle stream gradient. When the lake was filled in 1981, the project area and its surroundings were generally rural in character. Today the lake is surrounded by the major urban areas of Raleigh and Cary to the east and Durham and Chapel Hill to the north. These urban areas are steadily growing towards the lake, and this growth is increasingly changing the area's rural character. Many subdivisions have been or are being constructed near the lake, and commercial development continues as well.
