Excerpt from Chicago City Manual, 1915 The legislature, January 1831, passed an act authorizing the trustees of any town or village to organize fire companies, not exceeding thirty members, and exempting them from jury service, and military service except in time of war. Anticipating by a whole year the incorporation of Chicago town, the Washington Volunteers. Came into insubstantial being. There is now extant evidence that applications for membership were made, and that such were formally passed upon, but that was all. The company had not even nominal existence, for more than a. Few months. And there was less need of fire companies than of measures for fire prevention. Barely three months after the organization of the town, a fire prevention ordinance was passed. It forbade the passing of any stove-pipe through the roof, partition or side of any building, unless guarded by tin or sheet iron, six'inches from wood, under penalty of $5, and if the cause of complaint was not removed within forty-eight hours, the fine was to be repeated. Under this ordi nance a fire warden was appointed - Benjamin Jones, the father of Fernando Jones who down to his recent death was one of the most familiar figures on our streets. Upon the division of the town into four wards, each ward was given a. Fire warden. These were charged with the duty of enforcing the stove-pipe ordi nance. They were required each to make once a month a tour of their respective wards to see that there were no violations of the ordinance. Their one other duty was to direct the movements of citizens who responded to the alarm of fire. Only domestic pails were available for the passing of water from dips in the river, to where the fire might happen to be. Excerpt from The Chicago City Manual: 1913 "I cannot see any rational or logical ground for the mighty difference in the value which mankind generally set upon the past and future, as if the one was everything, and the other nothing, of no consequence whatever. On the other hand, I conceive that the past is as real and substantial a part of our being, that it is as much a bona fide, undeniable consideration in the estimate of human life, as the future can possibly be. To say that the past is of no importance, unworthy of a moment's regard, because it has gone by, and is no longer anything, is an argument that cannot be held to any purpose: for if the past has ceased to be, and is therefore to be accounted as nothing in the scale of good or evil, the future is yet to come, and has never been anything. Should any one choose to assert that the present only is of any value in a strict and positive sense, because that alone has a real existence, that we should seize the instant good, and give all else to the winds, I can understand what he means; but I cannot comprehend how this distinction between that which has a downright and sensible, and that which has a downright and sensible, and that which has only a remote and airy existence, can be applied to establish the preference of the future over the past; for both are in this point of view equally ideal, absolutely nothing, except as they are conceived of by the mind's eye, and are thus rendered present to the thoughts and feelings. Nay, the one is even more imaginary, a more fantastic creature of the brain than the other, and the interest we take in it more shadowry and gratuitous; for the future, on which we lay so much stress, may never come to pass at all, that is, may never be embodied into actual existence once, has received the stamp of truth, and left an image of itself behind. It is not, however, attempted to be denied that though the future is nothing at present, and has no immediate interest while we are speaking, yet it is of the utmost consequence in itself, and of the utmost interest to the individual, because it will have a real existence, and we have an idea of it as existing in time to come. Well, then, the past also has no real existence; the actual sensation and the interest belonging to it are both fled; but it has had a real existence, and we can still call up a vivid recollection of it as having once been." Excerpt from Chicago City Manual, 1914 The name, Lake Park, for the at hast dedicated recreation and pleasure grounds, was almost immediately changed for that it still bears - Lincoln Park. On June 5, 1865, Alderman Lawson presented to the Common Council and had at once passed the following resolution: Whereas, there appears by the records of the city that there are now two public parks designated by the name Lake Park; Therefore, be it resolved that the park recently set apart from the unoccupied portion of the old cemetery grounds shall hereafter be known and designated as Lincoln Park. Alderman Iver Lawson, who presented this resolution, was from the old Fifteenth Ward. He was the father of the present Victor Lawson, editor and publisher of the Chicago Daily News.
