Allende died shortly after in what has been presumed to be suicide.2 The involvement of the American government and Kissinger in particular in these events has been a topic of heated debate. To what degree did American conceptions of democracy contribute? And how was its own democratic image hurt by it? This paper explores the way American conceptions of democracy influenced its actions in the Chilean coup of 1973. In order to do this, it first discusses the debate surrounding its actions in Chile itself. Did the US intervene to protect democracy? Or was there a - to them - more important reason that took precedence over it? Then, it turns to a discussion of the US government's actions after the fact to bring more nuance to the topic and ask whether its ideal of democracy had anything to do with it.

In 1970, Salvador Guillermo Allende Gossens, a physician and leftist politician, was elected the President of Chile. Involved in political life for nearly 40 years, Allende adopted a policy of nationalization of industries and collectivization—measures that brought him on a collision course with the legislative and judicial branches of the government, and then the center-right majority of the Chilean Congress. Before long, calls were issued for his overthrow by force. Indeed, on 11 September 1973, the military—supported by the Central Intelligence Agency (CIA) of the USA—moved to oust Allende, and surrounded La Moneda Palace. After refusing a safe passage, Allende gave his farewell speech on live radio, and La Moneda was then subjected to air strikes and an assault by the Chilean Army. Allende committed suicide. Following Allende’s death, General Augusto Pinochet installed a military junta, thus ending almost four decades of uninterrupted democratic rule in the country. His repressive regime remained in power until 1990. Starting with an in-depth study of the Chilean military, paramilitary forces and different leftist movements in particular, this volume traces the history of the build-up and the ultimate clash during the coup of 11 September 1973. The violent repression used by the Pinochet regime to maintain power and transform the country's political profile and economic system has received less attention than the Argentine military dictatorship, even though the Pinochet regime endured twice as long. In this primary study of Chile Under Pinochet, Mark Ensalaco maintains that Pinochet was complicit in the "enforced disappearance" of thousands of Chileans and an unknown number of foreign nationals. Ensalaco spent five years in Chile investigating the impact of Pinochet's rule and interviewing members of the truth commission created to investigate the human rights violations under Pinochet. The political objective of human rights organizations, Ensalaco contends, is to bring sufficient pressure to bear on violent regimes to induce them to end policies of repression. However, these efforts are severely limited by the disparities of power between human rights organizations and regimes intent on ruthlessly eliminating dissent.

While the Chileans were electing the second president of a democratic regime (Eduardo Frei), I taped the testimonies of eight women whom I had not been able to forget during my years of exile in the United States. I recorded their stories so the pain and suffering of so many human beings would not be totally in vain and so that, upon reading their testimonies, we might learn the immeasurable worth of human rights and teach future generations to defend them throughout the world. --Emma Sepulveda

Salvador Isabelino del Sagrado Corazon de Jesus Allende Gossens (26 June 1908 - 11 September 1973) was a Chilean physician and is generally considered the first democratically elected Marxist to become president of a country in Latin America. Allende's involvement in Chilean political life spanned a period of nearly forty years. As a member of the Socialist Party, he was a senator, deputy and cabinet minister. He unsuccessfully ran for the presidency in the 1952, 1958, and 1964 elections. In 1970, he won the presidency in a close three-way race. He adopted the policy of nationalization of industries and collectivization. Amidst strikes by the far-right Patria y Libertad and CIA opposition under the Nixon administration, protests were held in Chile against Allende's rule. The Supreme Court criticized Allende for subordination of the judicial system to serve his own political needs; and the Chamber of Deputies formally implored the military to intercede and restore rule of law on 22 August 1973. Less than a month later, on 11 September Allende was deposed by the military, thus ending the Popular Unity government. As the armed forces surrounded La Moneda Palace, Allende gave his last speech vowing not to resign, but he was said by the U.S. to have committed suicide later in the day. In 2011, new evidence relating to the cause and manner of Allende's death has led to an official inquiry, including an autopsy. The investigation is still underway. After Allende's ouster, General Augusto Pinochet did not return authority to the civilian government, Chile became led by a military junta, and then as a dictatorship by General Pinochet.

Battling for Hearts and Minds is the story of the dramatic struggle to define collective memory in Chile during the violent, repressive dictatorship of General Augusto Pinochet, from the 1973 military coup in which he seized power through his defeat in a 1988 plebiscite. Steve J. Stern provides a riveting narration of Chile’s political history during this period. At the same time, he analyzes Chileans’ conflicting interpretations of events as they unfolded. Drawing on testimonios, archives, Truth Commission documents, radio addresses, memoirs, and written and oral histories, Stern identifies four distinct perspectives on life and events under the dictatorship. He describes how some Chileans viewed the regime as salvation from ruin by Leftists (the narrative favored by Pinochet’s junta), some as a wound repeatedly reopened by the state, others as an experience of persecution and awakening, and still others as a closed book, a past to be buried and forgotten.
