Studienarbeit aus dem Jahr 2006 im Fachbereich Politik - Region: Mittel- und Südamerika, Note: 2,0, Technische Universität Carolo-Wilhelmina zu Braunschweig (Institut für Sozialwissenschaften, Internationale Politik), Veranstaltung: Amerika aus vergleichender Perspektive, Sprache: Deutsch, Abstract: Die jüngere Geschichte Chiles ist unverkennbar geprägt von den 16 Jahren der Militärdiktatur unter Auguste Pinochet zwischen 1973 und 1989. Diese Arbeit geht nun noch einen Schritt weiter zurück und wird die unmittelbare Zeit vor dem autoritären Regime, die letztendlich auch dessen Entstehung nach sich zog, untersuchen. Die Jahre von 1970 bis 1973 waren nämlich, entgegen den politischen Vorstellungen vieler Militärs, bestimmt von einem Kurs des Sozialismus mit marxistisch-kommunistischen Tendenzen und einer Führungsfigur, die aus tiefster Überzeugung für diesen Kurs eintrat. Wie präsent diese insgesamt 19 Jahre, aufgeteilt in 2 Blöcke, wie sie unterschiedlicher nicht sein können, heutzutage immer noch sind und große Teile der Bevölkerung beschäftigen, zeigte sich in der Antrittsrede der neuen chilenischen Präsidentin Michelle Bachelet im März diesen Jahres. Die Sozialistin Bachelet zitierte nämlich bei ihrer Ansprache aus der letzten Rede, die Allende vor seinem Tod während des Militärputsches 1973 gehalten hatte und las die Namen aller chilenischen Präsidenten der letzten 50 Jahre vor, ohne allerdings den Namen Pinochets zu nennen. Diese Arbeit setzt nun beim Wahlsieg des Linksbündnisses, der Unidad Popular, im September 1970 an, nachdem zuvor kurz auf die politischen Vorraussetzungen des südamerikanischen Landes vor 1970 eingegangen wurde. Es folgt der Versuch einer Charakteristik des Präsidenten Salvador Allende, bevor das Programm, wofür er und die ihn unterstützenden Parteien einstanden und das den Weg zum Sozialismus ebnen sollte, vorgestellt wird. Im zweiten thematischen Block der Arbeit wird dann auf die Probleme und Widerstände verwiesen, die letztendlich zum Scheitern der linken Regierung und zum Putsch durch das Militär führten. Literatur über die Allendezeit ist ausreichend vorhanden. Die von mir gewählten Titel sind im Literaturverzeichnis aufgeführt. Auffallend hierbei ist, dass ab Mitte der 1990er nur noch wenig Literatur zum Thema zu finden war.

Chile's road to socialism, points out the author, was not a linear one. The Ambivalence of Good examines the genesis and evolution of international human rights politics since the 1940s. Focusing on key developments such as the shaping of the UN human rights system, decolonization, the rise of Amnesty International, the campaigns against the Pinochet dictatorship, the moral politics of Western governments, or dissidence in Eastern Europe, the book traces how human rights profoundly, if subtly, transformed global affairs. Moving beyond monocausal explanations and narratives prioritizing one particular decade, such as the 1940s or the 1970s, The Ambivalence of Good argues that we need a complex and nuanced interpretation if we want to understand the truly global reach of human rights, and account for the hopes, conflicts, and interventions to which this idea gave rise. Thus, it portrays the story of human rights as polycentric, demonstrating how actors in various locales imbued them with widely different meanings, arguing that the political field evolved in a fitful and discontinuous process. This process was shaped by consequential shifts that emerged from the search for a new world order during the Second World War, decolonization, the desire to introduce a new political morality into world affairs during the 1970s, and the visions of a peaceful international order after the end of the Cold War. Finally, the book stresses that the projects pursued in the name of human rights nonetheless proved highly ambivalent. Self-interest was as strong a driving force as was the desire to help people in need, and while international campaigns often improved the fate of the persecuted, they were equally likely to have counterproductive effects. The Ambivalence of Good provides the first research-based synopsis of the topic and one of the first synthetic studies of a transnational political field (such as population, health, or the environment) during the twentieth century. Based on archival research in six countries, it breaks new empirical ground concerning the history of human rights in the United Nations, of human rights NGOs, of far-flung mobilizations, and of the uses of human rights in state foreign policy.

This volume focuses on the relationship between the tasks of institutional design and the outcomes of the process of economic and political liberalization in Latin America and in Central and Eastern Europe. The contributors emphasize the design of institutions to serve a market economy, the design of electoral laws, and the design of executive-legislative relations. Within this framework each chapter discusses the legacy of the pre-existing authoritarian regime; the range of preferences among various strategic actors with regard to the pace and mix of reforms; and the consequences of final choices for the institutionalization of effective economies and the process of democratization. Countries throughout Latin America and Central and Eastern Europe are moving from semi-closed to open economies and from authoritarian to democratic political systems. Despite important differences between the regions, these transitions involve similar tasks: the establishment of governmental institutions and electoral systems conducive to legitimation of the new and fragile democracies and expansion of the institutional infrastructure of a market economy.
