When Malaysian Prime Minister, Tun Abdul Razak Hussein, paid an official visit to China in May 1974, it secured Malaysia a place in the annals of regional diplomatic history as the first ASEAN country to establish full diplomatic relations with the People's Republic of China. This book analyses the process of the establishment of diplomatic relations between Malaysia and China, and provides a detailed explanation and understanding of the decision- making process in Malaysia. Shedding light on the roles played by the various principal actors in the process of foreign policy formulation and the influences - both internal and external - that shaped Malaysia's behaviour, the book highlights why Malaysia decided to pursue a policy of normalisation with China, culminating in the visit in 1974, and in particular why it became the first ASEAN country to establish diplomatic relations with the Chinese. After Malaysia's recognition of Beijing, two other ASEAN states followed suit, namely Thailand and the Philippines, and the book discusses whether there was some degree of policy coordination amongst ASEAN countries in dealing with China, or if both these countries gave way for Malaysia to be the first. The book also looks at the policy debates within some ASEAN countries regarding relations with China, either conducted officially or unofficially, bilaterally or otherwise. This book examines state-state relations and new forms of state business relations that have emerged with an increase in China’s foreign direct investments in Malaysia. Focusing on investments in the industrial sector and through in-depth case studies, this book adopts a novel framework to analyse these different types of state-business relations. These new forms of state-business relations are created from the different modes of negotiations between different key actors in each of the cases. Diverse outcomes were found, reflecting the disparate forms of power relationships and state cohesiveness with unique institutional architectures formed in each case. The book identifies a major shift in structural power in these new forms of state-business relations as China’s large multinational state-owned enterprises increasingly invest in Malaysia. "This dissertation is a qualitative study of the developing relationship between Malaysia and the People's Republic of China. The primary timeframe of this research occurs between 2008 and 2020. During this time Malaysia and China established closer relationships -- both from an economic and security perspective. Nevertheless, Malaysia adheres to a 'hedging' behavior, as it demonstrates neutrality and diplomatic behavior with respect to China. The study was conducted based upon broad research of the available, published digital literature. Both current academic and available regional news sources were interviewed for their expertise and knowledge. These conversations served to validate the written source research. During the primary timeframe of the study, Malaysia demonstrated hedging behavior toward China. As detailed in the first Case Study, China established a physical presence in Kuantan, Malaysia -- both at the Kuantan Port and the Malaysia China Kuantan Industrial Park. In the second Case Study, the East Coast Rail Link showed that China could provide the financing and technological expertise to provide the needed economic connectivity between the East and West Coasts of Peninsular Malaysia. In the third Case Study, the corruption of PM Najib was revealed, and the accompanied Chinese domestic influence upon Malaysia disclosed. The impact of this research is to highlight China's influence upon Malaysian domestic politics as well as China's significant investments in Malaysia's economic future. Malaysia hedges in order to promote non-alignment with respect to the great powers present in the SE Asia region. Malaysia does not seek any military confrontation with China. Rather, it wants to secure the financial benefits which China offers" -- Abstract

The history of modern Chinese schools in Peninsular Malaysia is a story of conflicts between Chinese domiciled there and different governments that happened or happen to rule the land. Before the days of the Pacific War, the British found the Chinese schools troublesome because of their pro-China political activities. They established measures to control them. When the Japanese ruled the Malay Peninsula, they closed down all the Chinese schools. After the Pacific War, for a decade, the British sought to convert the Chinese schools into English schools. The Chinese schools decoupled themselves from China and survived. A Malay-dominated government of independent Peninsular Malaysia allowed Chinese primary schools to continue, but finally changed many Chinese secondary schools into National Type Secondary Schools using Malay as the main medium of instruction. Those that remained independent, along with Chinese colleges, continued without government assistance. The Chinese community today continues to safeguard its educational institutions to ensure they survive.
