The Rise of Artificial Intelligence in China China's rapid rise in the field of artificial intelligence has been nothing short of remarkable. With the government making significant investments in AI research, education, and application, the country is well on its way to becoming a global leader in this cutting-edge technology by the year 2030. The Chinese government's commitment to AI is evident in its "Next Generation Artificial Intelligence Development Plan," which outlines ambitious goals for the development of AI in the country. Leading the charge in China's AI revolution are tech giants like Baidu, Alibaba, and Tencent. These companies have been at the forefront of AI technology development, investing heavily in research and development to stay ahead of the curve. Baidu, for example, has been working on autonomous driving technology and natural language processing, while Alibaba has been focused on using AI to enhance e-commerce and cloud computing services. Tencent, on the other hand, has been leveraging AI to improve its social media and gaming platforms. One of the key factors driving China's AI ambition is the country's vast pool of data. With over 800 million internet users and a thriving tech industry, China has access to a wealth of data that can be used to train AI algorithms. This data advantage has allowed Chinese companies to develop AI technologies that are tailored to the unique needs of the Chinese market, giving them a competitive edge in the global AI race. In addition to data, China's strong focus on education and research has also played a crucial role in driving the country's AI revolution. The Chinese government has been investing heavily in AI education and training programs, with the goal of producing a skilled workforce that can drive innovation in the field. Universities and research institutions in China have also been conducting cutting-edge research in AI, leading to breakthroughs in areas such as computer vision, natural language processing, and robotics. As China continues to make strides in AI technology, it is clear that the country is well-positioned to become a global leader in this field by 2030. With the government's support, tech giants driving innovation, and a strong foundation in data and research, China's AI revolution is set to reshape industries and drive economic growth in the coming years. For those interested in learning more about China's plan to dominate the AI landscape, "China's AI Revolution: The Road to 2030" provides a comprehensive overview of the country's ambitions and the steps it is taking to achieve them.

Over the past decade, China has quietly and methodically moved into a near-leadership position in artificial intelligence technologies on a global scale. Meanwhile, the United States has responded ineffectively, weighed down by politics, bureaucracy, and an absence of clear strategy. In the near future, wars will be fought not over land, but over data. Machines will quickly discover individualized treatments for diseases, and with the help of virtual reality, AI will inspect buildings that have not yet been built. With the rising interest in these technologies by both China and the U.S., who will emerge as the victor of this technological race? When AI Rules the World is an investigation and call to action into AI technologies for a nation that does not yet comprehend the full gravity of the AI revolution. The United States is losing the race for AI dominance, and the stakes couldn’t be higher.

Artificial intelligence (AI) is fast heating up as a key area of strategic competition. Home to many of the world’s top AI companies, China is poised to be a major player in this unfolding competition. The PLA will likely leverage AI to enhance its future capabilities, including in intelligent and autonomous unmanned systems; AI-enabled data fusion, information processing, and intelligence analysis; war-gaming, simulation, and training; defense, offense, and command in information warfare; and intelligent support to command decision-making. At present, the PLA is funding a wide range of projects involving AI, and the Chinese defense industry and PLA research institutes are pursuing extensive research and development, in some cases partnering with private enterprises. In this in-depth analytic report, Elsa Kania explores China’s strategy for developing and implementing AI technology for military applications. Drawing on open-source Chinese-language documents, Ms. Kania explains Chinese strategic thinking on AI and specific military applications that Chinese leaders envision.

An interdisciplinary, cross-cultural collection that decenters familiar narratives to provide a fresh perspective on what artificial intelligence is today, and what it might become. Historians, media theorists, science-fiction writers, philosophers, and artists from China and elsewhere reexamine the nation’s intense engagement with AI, moving beyond the clichés that still dominate contemporary debate. Today, visions of the contested future of AI veer between common planetary goals and a new Cold War, as culturally-specific models of intelligence, speculative traditions, and thought experiments come up against the emergence of novel forms of cognition that cannot be reduced to any historical cultural tradition. This uniquely positioned volume provides expert insight into this tension, using China as a touchstone for rethinking "artificiality" and "intelligence" as sites of difference in a way that is already present in the difficulty of precisely translating the Chinese term 人工智能. Tracking the history of Chinese AI from the pre-Cultural Revolution to the post-Deng Xiaoping eras right up to contemporary debates surrounding facial recognition, the writers in this collection draw on a mixture of speculative thought experiments and cutting-edge use cases to offer singular views on topics including AI and Chinese philosophy, AI ethics and policymaking, the development of computational models in early Chinese cybernetics, and the aesthetics of Sinofuturism. Spanning borders between different worlds, histories, futures, and foundational models, Machine Decision is Not Final is not only a timely reappraisal of the stakes of AI development, but a tool for constructing more global imaginaries for the future of AI. Contributors Blaise Aguera y Arcas, Bo An, Benjamin Bratton, Shuang Frost, Vince Garton, Steve Goodman, Yvette Granata, Anna Greenspan, Amy Ireland, Xia Jia, Bogna Konior, Vincent Le, Lawrence Lek, Lukas Likavcan, Suzanne Livingston, Iris Long, Bingchun Meng, Reza Negarestani, Chen Quifan, Gabriele de Seta, Hongzhe Wang, Wang Xin, Mi You

Two trends will have more influence than anything else on the world’s future political and economic situation: the development of artificial intelligence and the emergence of China as a competitor to the United States on the international stage. This book is about the emerging innovation economy. It uses systems theory and evolutionary economics as a theoretical point of departure and explains why the focal point of the geopolitical stage is moving away from the alliance between the United States and Europe, and towards an alliance between China, the 14 Regional Comprehensive Economic Partnership countries, the countries along the new silk road, and Europe. The book argues that the globalization strategy of neoliberalism laid the foundation for the Chinese economic engine. Whereas the old globalization was driven by cost differences generally, and wage costs specifically, the new globalization is driven by divergence in competence in general, and technological competence in particular, and China’s primary goal is to develop artificial intelligence and intelligent robots. Further, the book posits that the interactions between the climate crisis and the new technology will change production, distribution and the creation of profits, both in China and more widely in the global innovation economy. The book develops a structure to describe, analyze and explain the Chinese innovation economy and contributes to the discussion regarding technological developments in China. The book is written for readers who are oriented towards the new globalization that is emerging in the innovation economy and the factors driving China's economic growth.
