A little remembered aspect of the Korean War is an issue of great importance to those concerned with arms control and allegations of the use of Weapons of Mass Destruction (WMD), namely nuclear, biological, and chemical weapons. During and after the war, North Korea, China, and the Soviet Union alleged that the United States used biological weapons (BW) on an enormous scale in areas of both China and North Korea. Despite the public disclosure of Soviet Central Committee documents in 1998—eighteen years ago—which revealed that the allegations were fraudulent, China and, much more noisily, North Korea still maintain the charges.2 The purpose of this Working Paper is to describe recent publications in Chinese journals of an unprecedented nature on the subject. In addition to discussing these new Chinese writings about the BW allegations, the Working Paper reproduces a number of newly declassified documents which demonstrate the extent of communications between Mao, Stalin, and Zhou Enlai, as well as two documents which authenticate the 1998 Soviet documents which disproved the allegations. Based on what we know about the US BW program in 1952 as well as the proof contained in the Soviet Central Committee documents released in 1998, the Working Paper concludes that the Korean War BW allegations against the US, an accusation of the use of a weapon of mass destruction, were false, a grand piece of political theater.

This book offers an empirically rich study of Chinese nuclear weapons behaviour and the impact of this behaviour on global nuclear politics since 1949. China's behaviour as a nuclear weapons state is a major determinant of global and regional security. For the United States, there is no other nuclear actor — with the exception of Russia— that matters more to its long-term national security. However, China's behaviour and impact on global nuclear politics is a surprisingly under-researched topic. Existing literature tends to focus on narrow policy issues, such as misdemeanours in China's non-proliferation record, the uncertain direction of its military spending, and nuclear force modernization, or enduring opaqueness in its nuclear policy. This book proposes an alternative context to understand both China's past and present nuclear behaviour: its engagement with the process of creating and maintaining global nuclear order. The concept of global nuclear order is an innovative lens through which to consider China as a nuclear weapons state because it draws attention to the inner workings —institutional and normative— that underpin nuclear politics. It is also a timely subject because global nuclear order is considered by many actors to be under serious strain and in need of reform. Indeed, today the challenges to nuclear order are numerous, from Iranian and North Korean nuclear ambitions to the growing threat of nuclear terrorism. This book considers these challenges from a Chinese perspective, exploring how far Beijing has gone to the aid of nuclear order in addressing these issues.

The first comprehensive account of China policy during the Kennedy years, this study profiles John F. Kennedy as a man whose inner struggles and disparate characteristics made for an unpredictable foreign policy. While he was often a hostage to the Cold War, to constrictive perceptions of the domestic climate, and to the image of a predatory China, Kennedy recognized Washington's finite capacity to shape events on the China Mainland. With the possible exception of a preventive strike against China's nuclear installations, he was also reluctant to run the risk of a military confrontation with Beijing. On the eve of his assassination, Kennedy may have even contemplated a China policy departure during his second term. A calm appraisal of China's capabilities and intentions constituted the distinguishing feature of revisionist thinking during the Kennedy years. The disjointed revisionist effort settled, in late 1963, on a pedagogic course, which still implied a search for American primacy. The revisionist approach did ultimately facilitate the transformation of bilateral relations in the early 1970s. From a shorter-range perspective, however, the Kennedy era only added fuel to the fire of Sino-American confrontation. The Limited Test Ban Treaty accentuated the sense of encirclement and vulnerability in Beijing's psyche, and clouds gathered ominously over Vietnam. Kennedy does bear some responsibility for the bilateral impasse, as he personified a decisionmaker so obsessed with the objective of deterrence as to overlook the security dilemma: nonetheless, Mao's preference for a radical course, independent of Kennedy's conduct, contributed as well. Neither side was yet ready for a breakthrough.

This book provides a holistic picture of Chinese global security discourses, with a focus on macrosecuritizations. The work examines how the People’s Republic of China (PRC) has aligned itself within global security discourses. This is approached through the theory of securitization, specifically by using the notion of macrosecuritization as the lens for its analysis. The book offers the first full account of Chinese macrosecuritization discourses and alignments, and it aims to discern what security speech with referent objects such as humanity, civilization, or nature has done in the domestic and international politics of China. Specifically, the work focuses on the discourses of the Cold War, anti-nuclear weapons, climate change, and the Global War on Terror, which have all been postulated in the literature as macrosecuritizations. In addition, it examines discourses with global referent objects that have been put forth by the PRC so that we can see whether its proposals for global security governance take the form of, or are legitimated through, macrosecuritization. The overall argument in the book is that the way contemporary China uses macrosecuritization discourses provides for ontological security as its position in relation to other major powers is undergoing transformation, by allowing it to maintain a consistent narrative of its international self that abides by its own set of moral values and sense of worth.
