In recent years there has been growing recognition of the role played in American politics by groups such as Common Cause, the Sierra Club, and Zero Population Growth. This book considers their work in terms of their origins and development, resources, patterns of recruitment, decision-making processes, and lobbying tactics. How do public interest groups select the issues on which they work? How do they allocate their resources? How do they choose strategies for influencing the federal government? Professor Berry examines these questions, focusing in particular on the process by which organizations make critical decisions. His findings are based on a survey of eighty-three national organizations with offices in Washington, D.C. He analyzes in detail the operation of two groups in which he worked as a participant. In Outside Lobbying, Ken Kollman explores why and when interest group leaders in Washington seek to mobilize the public in order to influence policy decisions in Congress. In the past, political scientists have argued that lobbying groups make outside appeals primarily because of their own internal dynamics--to recruit new members, for example. Kollman, however, grants a more important role to the need for interest group leaders to demonstrate popular support on particular issues. He interviewed more than ninety interest group leaders and policy makers active on issues ranging from NAFTA to housing for the poor. While he concludes that group leaders most often appeal to the public when they perceive that their stand has widespread popular support, he also shows that there are many important and revealing exceptions to this pattern. Kollman develops his theory of outside lobbying through a combination of rational choice modeling and statistical tests that compare public opinion data with data from his interviews about interest groups' policy positions and activities. The tests reveal that group leaders use outside lobbying to take advantage of pre-existing public preferences, not to recruit members or to try to generate the mere appearance of grass-roots support. Kollman's innovative book will clarify the complex relationship among lobbying, public opinion, and public policy, and will set a new standard for interest group research.

What explains differences in the lobbying behaviour of interest groups? And what consequences do these differences have for the access that interest groups can gain to decision-makers and the influence that they can exert on policy outcomes? Building on an unprecedented amount of empirical evidence on lobbying in Europe, this book puts forward a distinction between lobbying insiders and lobbying outsiders. Lobbying insiders, most prominently business interests, try to establish direct contacts with decision-makers, enjoy good access to executive institutions, and manage to shape policy outcomes when mobilizing the public on an issue is difficult. Lobbying outsiders, in particular citizen groups such as consumer, environmental or health non-governmental organizations, put greater emphasis on mobilizing the public or changing public attitudes, find it easier to gain access to legislative decision-makers, and have the greatest impact on outcomes on issues that are amenable to an outside lobbying campaign. The book shows that a single argument, building on group type as the main variable, can explain variation across interest groups in their choice of strategy, their access to decision-makers, and the conditions under which they can exert influence. The existence of lobbying insiders and lobbying outsiders has important implications for both our understanding of political decision-making and the normative appraisal of contemporary democracy.

In this book, Benjamin Farrer explains how activists can influence the policies they care about, even when they are outnumbered and their issues are ignored. The solution lies in a surprising place: organizational choice. Different types of organizations will be more influential under particular democratic institutions. If they choose the optimal type of organization - given their institutional context - then even minority groups can be influential. Environmentalists are a key example of how small groups can sometimes punch above their weight. Environmentalists in different countries have made different organizational choices. These choices explain whether or not they succeeded in influencing policy. In the empirical chapters that follow, Farrer shows that environmentalists can sometimes be more influential if they form interest groups, but under other institutions, political parties are the optimal organizational choice. Although interest groups are often easier to create, national institutions can sometimes insulate mainstream politicians from niche interest groups. When institutions deny access to interest groups, activists are forced to send the stronger signal of party entry. Using a variety of methods, including a formal model, an experiment, and a wealth of empirical data from a variety of settings, Farrer proves that this theory of organizational choice adds to our understanding of several crucial phenomena. First, it helps explain patterns of political participation, by showing the importance of instrumental, rather than purely expressive, motivations for activism. Second, it provides an important modification to Duverger’s (1954) law, by showing that new party entry is a function not only of electoral rules but also of the rules that govern interest groups. Third, it extends research on the role of institutions in determining policy outputs, by showing that policy outcomes are a function of the interaction between organizational choices and institutional context.
