There is a strong desire in local churches in Singapore for a greater ownership and control of their missions programs. This has motivated some to drive deeper in partnerships, but it has driven others to work independently, often taking a “direct send” approach-- sending their missionaries to the field without help from mission agencies. Mission agencies in turn are struggling to know how to respond to this trend, and it is unclear how they can remain relevant to the mission strategies of local churches. -- This qualitative case study was used to understand the characteristics of the missions environment that are impacting the agency-church partnerships and affecting the way missions agencies are included or not included in the partnership choices of local churches. Fifty-eight stakeholders in the Singapore missions system were interviewed. From this diverse group, some consistent themes emerged about the capacity and health of the Singapore missions system. -- The findings of the study highlight two key trends impacting the Singapore missions system: a decrease in long-term sending of missionaries and a trend towards direct sending by the local church. As a result, there is a growing gap in the church-agency relationship with less reason to come together. -- As local churches implement missions programs without the support of the specialist mission agencies, this in turn reduces the overall capacity of the system, leading to two adverse symptoms: Firstly, Singapore missions programs are showing a lack of cultural intelligence, and secondly, churches are not venturing to the hard places where the church does not yet exist. -- Adjustments are needed in both the mission agencies and local churches to find common ground. If they find ways to collaborate effectively, there is likely to be a greater collective capacity in the Singapore missions movement. Singapore has already shown itself to be one of the global leaders in missions. With a greater collaborative effort, the vision of being the Antioch of Asia may be truly realized.
