Etat membre de l'U.E., dont 37% du territoire est occupé par un pays tiers, qui y a imposé son armée, sa monnaie et ses ressortissants, Chypre est dans une situation très particulière entre l'Europe et la Turquie. La ligne de cessez-le-feu qui traverse l'île est devenue de facto une des limites externes de l'U.E., où la gestion des écahnges, la circulation des personnes deviennent une soruce de complications inextricables. Cette occupation, qui remonte à 1974, est-elle destinée à perdurer indéfiniment ? La Turquie étant elle-même candidate à l'U.E., elle ne devrait pas avoir de plus importante priorité que d'appliquer le droit communautaire, ne serait-ce que pour accélérer son intégration, comme l'ont fait les pays d'Europe centrale. Or la négociation d'adhésion ouverte en 2005 est partiellement suspendue depuis 2006 en raison du refus d'Ankara de se conformer à ses obligations, notamment en ce qui concerne Chypre. En développant ses interventions dans le bassin oriental de la Méditerranée, où les conflits sont anciens et nombreux, l'U.E. s'efforce de défendre les valeurs qui ont fait son succès dans les autres parties de l'Europe. Dans cette logique, Chypre est à réunifier dans des conditions conformes au droit européen, ce qui implique de trouver une solution à un problème complexe, aussi bien pour l'île que pour son environnement international, et à le faire accepter par toutes les parties en présence. La candidature de la Turquie est aussi à traiter en fonction de ses mérites propres, suivant la même méthode qu'avec les pays d'Europe centrale, dans le respect de la démocratie et de l'Etat de droit. Le présent ouvrage analyse les différentes composantes de ces problèmes, en recherchant les éléments d'une solution pour Chypre et par contrecoup pour la Turquie. Il rappelle leur évolution depuis 1999, notamment la gestation du plan Annan et les raisons de son échec, avant de présenter les principaux aspects du dossier turc à Bruxelles. Jean-François Devret est normalien et agrégé de géographie, ancien fonctionnaire européen. Il a publié plusieurs ouvrages sur les questions européennes et méditerranéennes.
